Does anyone know the scale of this IO die VS the one in the Epyc presentation a while back? Wondering if this IO die is indeed one quarter of Epyc's.

This is a package shot, not a die-shot.
A die shot is when a die's internal workings are being pictured via some specialized equipment, to see the cores and cache and the various areas of transistors.
