Zotac 4070 Super/7800X3D Stutters

Hello! First post so please shout if I've missed any details/anything that could help. As requested, PC specs are listed in my profile.

Built this PC about 9 months ago, originally with a 2070 Super in it but upgraded late last year when I got a good deal on a 4070 Super which I thought might eliviate some of the stuttering I was seeing in the games I play (Fortnite, League of Legends, Counter-Strike) but no such luck. Here are some CapFrameX results showing 0.1% lows and frametime spikes I'm finding offputting when playing games on this PC.

Fortnite

League of Legends (admittidly, not as stuttery as I've seen it in this run but it is a very light game)

Here's some HWInfo caps after:

30mins of Cinebench's Multicore CPU render test

30mins of repeated Black Myth Wukong benchmark runs (These were very spiky in the results!)
(C - State Residency)

So far I've tried the following with little to no success (no judgements on the slightly more superstitious attempts here, reaching a point where I'll try anything):
  • Installed latest chipset drivers from AMD site
  • Reseating GPU
  • Reseating RAM
  • Replacing RAM
  • Unplugging onboard audio
  • Unplugging front-panel USB
  • Disabling AMD EXPO
  • Unplugging Ethernet
  • Disabling "Power" monitoring in MSI Afterburner (and other heavy to measure metrics)
  • Updated BIOS to the latest version
  • Fixed some error logs that were popping up in Event Viewer
    • One from a Windows App that needed reinstalling
    • One from a Logitech service I've disabled
  • Cleared Shader Cache directory
  • Removed GPU driver with DDU and reinstalled
  • Disabled GSync
Any help/pointers would be greatly appreciated to lead me out of this rabbit hole, thank you in advance!

Well if you prefer the smoothness and willing to sacrifice a little bit of performance, try disabling Core Boost in the BIOS (your 7800X3D will run at constant 4.2ghz)

Try overclocking + Undervolting your 4070 Super, in MSI Afterburner set the Core Clock to +150mhz and set a fix clock at 950mV
