Not getting the performance I should be with the components I have

I recently purchased a gaming laptop, Lenovo LOQ RTX 4060 8GB at 105W, intel i7-13650HX with 16GB of RAM. I am going into games and getting a decent amount of FPS, around 200 on Phasmaphobia on mid range settings.

However, I feel like I am not getting the performance I should be. I am looking at the Nvidia readings that you get when pressing alt+r and its showing around 35% utilization on GPU and CPU. I have my laptop plugged in and raised on a laptop stand. The thermals are not going out of control, the highest the CPU gets is 80C and the GPU around 70C. I have looked into undervolting my CPU however all the options are greyed out on Throttlestop and when I make any changes it doesn't seem to do anything.

I'm not sure if the laptop I have gotten is defunct or if I'm missing something that is hindering the performance.
Any information is highly appreciated!

What titles specifically? Some things are just badly optimized, or online it can be server or connectivity issues limiting you.

I don’t think that’s the issue. My old PC with a GTX 1060 performed at about an equal or maybe very slightly worse performance than my new i7 4060 laptop.

Hi Loubey, maybe a long shot as you already using Throttlestop, but did you check if the power mode in Windows is set to performance instead of energy saving?
  • To change the power mode, select Start > Settings > System > Power & battery. For Power mode, choose the one you want.

Keep in mind a mobile 4060 is going to be a fair bit slower than a desktop one.

How powerful is the supply for your laptop?

It isn't unusual for laptops to have a maximum power budget to be divided between CPU and GPU, so both get power throttled.

The power brick says 230W, however I am not sure if that's the actual wattage. I am sort of new to all of this, could you explain to me how I can see the wattage of my laptop if the power brick is wrong.

The power mode is set to best performance in windows settings

The brick wattage is just a maximum figure, like PSUs. If you use HWInfo for monitoring, usually for laptops there is a battery metrics section with an entry for monitoring whole system draw from the battery or wall.

Yeah but surely a mobile 4060 is better than an old RTX 1060 right?

I am going to send in a screen shot of what I am seeing but I looks to me like it only tells me the maximum charge capacity of the battery and the current charge capacity.

That's my bad! Here's what HWiNFO is saying. I think what you're saying about not providing the info might be present in this case.

No, that's the summary window. I mean the sensors window. If it's not showing it, right click on the tray icon to bring up the window. Battery is right at the very end of the sensor list.

Hi Loubey,my 2c about that:

Power/thermal throttling and that's about it. Most likely some hard limits, not just software ones, no matter the 230W power brick.

Yeah, both the components are able to sustain watages etc., in reality a thermal and power limit is in place at hardware/uefi block level (after all it is a laptop, not much cooling choices). The rest is just fluffy marketing (get 105W for 2 seconds then drop to 60 because it's on fire).

P.S. For example my Razer G14 (2022) wasn't EVER able to sustain a 90W power limit on the GPU (RTX3060 mobile) no matter what i did (best of was around 65W).
