Trouble Getting Vega Rig Running

Have a Vega rig I am trying to lift off the ground that is naturally not working. All parts are used, PSU's are like new. All are installed properly in a Kingwin 8 GPU-Frame

Parts (PCIe slots reference Manual Name Scheme):
  • Board: Gigabyte B550 UD AC (Really wish I could update the BIOS from F1; keep getting 'invalid BIOS image' in QFlash)
  • CPU: R9 3950X
  • Cooler: Thermalright PA 120 SE
  • RAM: 2x16GB DDR4 3200MHZ (with XMP enabled) - Slots 1 and 3
  • PSU's: x2 EVGA 1000W G+ via Add2PSU
  • Storage: 500GB SSD in SATA slot 1
  • GPUs:
    1. PCIEX16: MSI Air Boost Vega 56 #1(Via PCIe 1x1 Riser) - This is what outputs video when needed for troubleshooting...no graphics on 3950X
    2. PCIEX1_1: XFX Black Vega 56 (Via PCIe 1x1 Riser)
    3. PCIEX1_2: MSI Vega 56 (Via PCIe 1x1 Riser)
    4. PCIEX1_3: Sapphire Blade Vega 64 (Via PCIe 1x1 Riser)
    5. PCIEX1_4: Sapphire Nitro+ Vega 64 #1 (Via PCIe 1x1 Riser)
    6. M2A_CPU: MSI Air Boost Vega 56 #2 (Via M.2 to PCIe Adapter and PCIe 1x1 Riser)
    7. M2B_SB: Sapphire Nitro+ Vega 64 #2 (Via M.2 to PCIe Adapter and PCIe 1x1 Riser)
Power Setup:
  1. PSU 1
    1. MB (24 pin) -> Motherboard
    2. CPU 1 (4+4 pin) -> Motherboard
    3. VGA 1 (8 pin) -> Vega 56 Air Boost #1
    4. VGA 2 (8 pin) -> Vega 56 Air Boost #1
    5. VGA 3 (8 pin) -> Vega 56 Air Boost #2
    6. VGA 4 (8 pin) -> Vega 56 Air Boost #2
    7. VGA 5 (8 pin) -> XFX Black Vega 56
    8. VGA 6 (8 pin) -> XFX Black Vega 56
    9. PERIF 1 (x3 Molex) -> Riser 1 + Riser 2
    10. PERIF 2 (x3 Molex) -> Add2PSU + (Molex->x2 Floppy) M.2 to PCIe Adapters 1 & 2 (not sure if these even need power)
    11. SATA 1 (x3 SATA) -> SSD + (SATA->Molex Adapter) Riser 3
  2. PSU 2
    1. MB (24 pin) -> Add2PSU
    2. VGA 1 (8+8 pin) -> MSI Vega 56
    3. VGA 2 (8+8 pin) -> Sapphire Blade Vega 64
    4. VGA 3 (8+8 pin) -> Sapphire Nitro+ Vega 64 #1
    5. VGA 4 (8+8 pin) -> Sapphire Nitro+ Vega 64 #2
    6. PERIF 1 (x3 Molex) -> Riser 4 + Riser 5
    7. PERIF 2 (x3 Molex) -> Riser 6 + Riser 7

Latest HiveOS installed.

All GPU's were tested in Windows prior on separate SSD. Looked them up under GPU-Z; all have Samsung RAM and are strangely all called ASUS Vega 56/64. Tried seeing if they have original BIOS's, but AMDVBFlash didn't work as advertised per usual. Installed Latest AMD drivers and they seemed to all work fine.

When all GPU's are plugged in, the system never POSTs; all fans run on max speed. Have tried varying combinations of GPU's plugged in and at most I can get the first 2 (closest to CPU) GPU's working, the 2 MSI Air Boost Vega 56's. (see manual pic)

With more GPU's than just these 2, one of the following occurs:
  1. System takes an abnormally long time to post; sits at BIOS splash screen for a long time, then boots into HiveOS but only the Air Boost Vega 56's are recognized
  2. System takes an abnormally long time to post; sits at BIOS splash screen for a long time, but seems to 'bootloop' by switching between black screen and BIOS splash screen. Never boots into HiveOS.

When removing GPU's I usually just unplug the PCIe 1x1 USB adapter from the board, but leave card and riser powered. I have noticed that despite being unplugged from the board, some cards will heat up considerably and others will have their fans spin. Have even tried swapping risers around, but no luck.

Open to anything that could help.
