Are those PCI-E connectors normal on an Arc A770?

They do that so if you insert the GPU slightly off level, the ground pins make contact before the voltage ones, so the GPU doesn't blow up. Normal and fine.

Each of those pins are PRSNT2 sense pins. One for each allocation of PCI-E lane count; x1, x4, x8 and x16. Usually you won't see each of the PRSNT reduced like that, but it's normal for pins A1 (PRSNT1) and B81 (PRSNT2 on the end of x16) to be reduced to sense and avoid powering a card that is installed crooked.

You do realize that is in the PCI-SIG spec for PCI-e, right?

IIRC those are Presence Sense contacts. They go into the slot last so that a hot-plugged device can get the power, grounds, etc. before the host-device link negotiation occurs.

PRSNT1# and PRSNT2# pins must be slightly shorter than the rest, to ensure that a hot-plugged card is fully inserted. The WAKE# pin uses full voltage to wake the computer, but must be pulled high from the standby power to indicate that the card is wake capable.[22]


Yes, the PCIe spec supports hot plugging. Though, It is extremely uncommon to find an enthusiast or consumer mobo with proper PCIe hotplug support.
AFAIK, its most common use is on PCIe-based storage devices.
