high temps, power limit issues and FID dropping a lot

due to some throttle locking i used throttlestop to stop the issue and undervolted my cpu core and cash to -150. after all said and done i noticed 3 things.
-Power limit issues (PL1, PL2 and EDP OTHER blinking red)
-FID dropping hevily from 40 ish to 26 ish sometimes 25
-Thermal blinking red

pc: lenovo ideapad l340 i5-9300hf gtx 1050

ps: i did open and clean the laptop

The 9300HF has a 45 Watt TDP rating. The MMIO PL1 power limit is set to only 27 W. That will cause power limit throttling. Try checking the MMIO Lock box near the top right of the TPL window.

Your voltage settings are not working at all because you have Windows VBS enabled. You need to disable Windows core isolation memory integrity and anything else VBS related. Check the link in my signature for more info.

The Offset column in the FIVR monitoring table shows all +0.0000. That is how you can tell that CPU voltage control is not working. Here are some more things that show VBS is enabled.

Run Windows System Information. Virtualization based security has to show Disabled if you want to use ThrottleStop.

hey thank you so much for the help, i really appreciate it.
i disabled VBS and checked MMO and the power issue seem to be gone. (besides the occasional PL2)
the only issue is that i had to drop the undervolt to -100 because it started to show errors but the FID drop and thermal throttling is still there.

cpu locks at 0.79 ghz and freezes if i disable BD PROCHOT

Did you replace the thermal paste? If yes, what did you use? Your CPU has a 45W TDP rating but is overheating and thermal throttling when power consumption is only at 30W. That is a problem that needs fixing. Consider ordering some Honeywell PTM 7950. That should help.

i haven't changed it but it seems to be the only solution. thank you very much for your help. i don't know if i'll be able to find Honeywell PTM 7950 and even if i did it will probably be too expensive (3rd world country problems hihi), even pastes like arctic mx-4 that are known to be cheaper are stupidly expensive here, like literal scams levels of expensive, but i'll try and find an alternative
