i5 7200u drops multiplier to 4 (0.38Ghz)

Hi, I have a laptop ASUS X556UQ with:
- i5 7200U
- 20 GB RAM (16GB DDR4 2400 + 4GB in board)
- Geforce 940MX 2GB
- Win10 Home SL 22H2 1945.4291

In normal load, show the nexts values:

Many times PKG Power drops to 3.4W, droping multiplier to 4, (0.38Ghz). Dont have temp issues (keep in a cooling dock):

Some laptops include some irrational throttling schemes. Your Asus laptop seems to have that issue.

Try checking the MMIO Lock box near the top right of the TPL window. I would also set IccMax to the max for both the core and the cache. If Asus is using an embedded controller to force low ball turbo power limits to the CPU, there is not much else you can do.

How is your battery health? Some laptops trigger low power mode when a battery gets old and can no longer hold a charge.

1) "Sync MMIO" checked and drops disapper, but now overheat issues its happend (example: playing LoL)

2) Since 2 o 3 year, I have battery issues. backlight screen only works in plugged mode. LCD works fine plugged and unplugged.

Have a look in the ThrottleStop Options window. The Intel default PROCHOT Offset value is 0. This tells the CPU to start thermal throttling when it reaches 100°C. It looks like Asus set this offset value to 10 which tells the CPU to start thermal throttling prematurely at 90°C instead of the Intel recommended 100°C. If you do not see a lock icon near this setting in ThrottleStop, you can reduce this offset value to increase your thermal headroom a little.

I recommended checking the MMIO Lock box. There is no need to check the Sync MMIO box. Checking the MMIO Lock box is the preferred solution.

overheat issues
Your CPU has a 15W TDP rating which I assume the Asus heatsink can manage. Pushing your CPU to 25W overwhelms the cooling. Time to pull your laptop apart and re-engineer the cooling system. Most laptops with low power U series CPUs were never intended to be used for playing games.
