Hi, can you unplug the EPs cable? If the Motherboard starts it means you have shorted parts somewhere in Motherboard.

Wheres your heatsink at?

Replace the gpu too

Put a CPU cooler on that Processor, and move that GPU to the slot closest to the CPU.

Also you can test without Cpu.

2. your memory kit must be put in black slots (primary slots)
3. your PSU?

The gpu works, but i don't put heatsink for testing

1.Athlon ii x2 250
2. i tried to put memorys on all slots, but doesn't work

Plug the fan in, swap the psu.
