Which type of video card for my MOBO?

According to @BarbaricSoul they were back in the day (I see they're last good PSU registration was back in 2007 and 2008, with one random submission in 2011 that was not so great).
As for their modern PSU's, they're not exactly doing as good as they were. Judging by Barb's post, they got bought out and turned into crap.

that makes sense though, I got mine like 2009, and it was in stock on newegg so it was likely an even older model. ty

Well all I can add just from my own experience with this PSU is that I've never had any issues with it EVER. It's been seven years or more since I built this rig with the PCP&C Silencer 610 and it's never let me down. It had rave reviews back when I was considering it and when it came in the mail it was packaged in this unassuming brown box. I'd liked them even more for that

I'd never heard of them until this guy mentioned them, friend of mine works for the 80PLUS certifiers so I get an awful lot of information from their testing and registration services. Going to do a little research into their company history, as it seems the testing went downhill post 2010.

PCP&C Silencer 610

Oh yes, I was certainly wrong about that. @krusha03 was correct in that your Silencer 610 was a damn good PSU, although it's still not rated beyond standard 80PLUS (doesn't hit bronze specs). Still, after 8 years since its manufacture, I'd think about replacing it, good hardware still degrades over time. I have the PDF for its test results in front of me.

Back when it was made, the PC P&C Turbo Cool 860 I have in my i7 860 system was considered THE best available at the time.

not to discourage you from that, as I would if I could too But I also do web development, including responsive site design - are you using virtual machines? are you hosting your own development server? What software do you use? My machine is more powerful being an i7 however I also use vms and host my server, so there is a strain on it. just trying to gauge yours.

I only ask because my first assumption is that you don't really need that much power to do your job. of course that doesn't mean you don't want it and can't have it.

best bang for the buck depends on how many bucks you have to spend. Can you do $500? $800? $1000? I can put together a system for whatever budget you have and select parts that will give the best performance for that price range you are looking to stay in.

He'll get you as cheap as he can and still outperform what you have. Also, tell him what you have that you will re-use, such as HDD or case, and he can leave that off.

And I know you said your money is very tight right now. You could always take a little while to save up, since your system is basically adequate for your needs. Whatever @BarbaricSoul comes up with will still be valid a few months from now as a good system.

Case, HDDs (if they're OK to keep for the upgrade), the optical drive, the CPU cooler (?). As long as the used parts meet your approval and are in decent working condition I don't mind.

So my Thermalright CPU cooler wouldn't work? Can I still utilize the PC case I have now? Also the optical drive I have now is a pretty decent one. Could I still use the Win7 upgrade disc, or do I need a new one of those? My HDDs I have now should work as well, shouldn't they?

You MAY be able to, as long as you still have the OS license that you upgraded from, since it will need you to enter that (or insert the disk, I don't remember which).
