Installed Windows 11 with TPM Disabled? Expect an Ugly Watermark on the Desktop

Users of Windows 11 on "unsupported hardware" report that since the most recent Patch Tuesday (monthly) Cumulative Update, an ugly watermark message began appearing on the Windows Desktop screen for the Windows 11 22H2 Update operating system. The bottom-right corner has a permanently-overlaid message that reads "System requirements not met. Go to Settings to learn more." This is visually similar to the watermark you get when you haven't activated Windows with a valid license.

Windows Setup is designed to prevent the installation of Windows 11 on machines that don't meet its minimum system requirements, most notably, the need for a hardware Trusted Platform Module (TPM). There are ways to circumvent this hardware requirements check during setup. The latest Patch Tuesday update apparently takes a quick check on whether Windows 11 is installed on a machine that actually meets its requirements as laid by Microsoft; and if not, places the watermark message on Windows Desktop. It's important to note here, that unlike the "Activate Windows" watermark, this "System requirements not met" watermark does not impact the functionality of Windows 11, and you probably won't wake up one day to find that your machine won't boot. It seems more like a means to get people to fix their hardware requirements using an eyesore.

Latest AMD Chipset Driver 5.01.29.2026 WHQL Adds 3DV Cache Optimization 1.0.0.7

AMD is preparing to release the latest version of its Chipset software. Version 5.01.29.2026 WHQL should be of particular interest for users planning to buy an upcoming Ryzen 7000X3D series processor. The chipset driver includes the "3D V-Cache Performance Optimizer driver" component, version 1.0.0.7. This gives Windows a degree of awareness of the asymmetric nature of 3DV cache on the 16-core 7950X3D and 12-core 7900X3D, where only one of the two CCDs (chiplets) has the 3DV cache memory, while the other is a regular "Zen 4" CCD with 32 MB on-die L3 cache. This awareness should in theory improve performance in less-parallelized workloads (such as games). The AMD website doesn't yet list this driver, but it should appear as we head closer to the market-availability date of the 7950X3D and 7900X3D (February 28). From the looks of it, the optimization works for both Windows 11 and Windows 10, so those on the older operating system for reasons, can keep rocking it.

AMD Software Adrenalin 23.2.1 Released: Finally Updates for RX 6000 Series and Older

AMD today released its first driver update in more than two months for Radeon RX 6000 series and RX 5000 series, the Adrenalin 23.2.1 WHQL. The drivers introduce optimization for "Forspoken," with up to 7% performance improvement on offer at 4K with an RX 6950 XT GPU; and optimization for "Dead Space" (2023). The drivers also introduce IREE compiler using MLIR interface on Vulkan, and a handful of new Vulkan API extensions. The drivers also catch up on the past two months of optimizations that were only released for the RX 7000 series, covering Marvel's Spider-Man Remastered, Hogwarts Legacy, and some performance improvements to games released in the past six months.

Among the issues fixed with this release include the "Delayed Write Failed" error noticed in Windows 11 22H2, SpaceEngine lower-than-expected performance, display corruption in the Points Shop section of Steam; YouTube playback with Enhanced Sync on some RX 6000 series GPUs; game crashes noticed with Door Kickers 2, Baldur's Gate (Vulkan), Emergency 4, and Sea of Thieves. These drivers unify the driver release trunk, spanning RX 400 series, RX 500 series, RX Vega series, RX 5000 series, RX 6000 series, and RX 7000 series.

Microsoft to Standardize RGB Control within Windows 11 Settings

Soon, you'll no longer have to juggle between several bloated apps to control the RGB lighting of your various peripherals from different brands. Microsoft is set to standardize RGB and aesthetic lighting control within Windows 11. Released as a near-future update to the operating system, the new "Lighting" control seamlessly blends within the Personalization settings, within the Settings app of Windows 11. The Lighting section lists out all your hardware with controllable lighting, be it single-color or RGB; and lets you adjust their brightness, colors, and lighting presets. You can also coordinate their color and lighting patterns to match Windows and its other apps (for example, as ambient lighting). The standardized RGB control should significantly reduce the memory usage compared to having various brand apps running in the background; as well as CPU utilization. Currently, the new Lighting settings can be found in the Windows Insider build 25295.

AMD Software Adrenalin 23.1.2 for RX 7900 Series Third Straight Exclusive Driver, No New Driver for RX 6000 Series Since 48 Days

AMD today released the Adrenalin 23.1.2 drivers exclusively for the Radeon RX 7900 series, making it the third straight driver of the kind. There has been no new driver for older GPUs, including the RX 6000 series, including the 7-month old RX 6950 XT, since December 8, 2022 (48 days now), which means the overwhelming majority of AMD Radeon users don't yet have optimization for games such as Forspoken and Valhiem. The latest 23.1.2 drivers only work with the RX 7900 XT and RX 7900 XTX. These introduce day-zero optimization for "Forspoken," and a handful background improvements for the Vulkan API. AMD fixed the "Delayed Write Failed" error noticed on Windows 11 22H2; less than expected performance with "SpaceEngine," and flickering issues noticed with "Emergency 4."

Intel and Microsoft Resume Support in Russia

According to multiple reports and sources close to Tom's Hardware, Intel and Microsoft have quietly resumed operations and a basic level of support in Russia. As to comply with sanctions imposed by Europe, the UK, and US, Intel and Microsoft are forbidden to sell any new technology within the state of Russia. This has made Intel and Microsoft block official software downloads. However, Intel has stated that the company is obliged to provide warranty services that are a part of purchasing an Intel product. "Intel continues to comply with all applicable export regulations and sanctions in the countries in which it operates. This includes compliance with the sanctions and export controls against Russia and Belarus issued by the US and allied nations. Access to resources that meet driver update needs, such as the Intel Download Center and Intel Download Support Assistant (IDSA), are part of Intel's warranty obligations," said Intel, adding that "There have been no recent changes to our operations."

These changes are not exactly "recent," as reports close to Tom's Hardware have noted that downloads were resumed towards the end of 2022. Izvestia and CNews reported that users could access the Intel download portal without VPN and IP masking. This required finding a download section through Google/Yandex, as the official Intel Russia website is still not officially reachable by Russian IPs.

IDC Tracker Forecast Sees Further Contraction for the Global PC and Tablet Markets with Commercial PC Demand Remaining the One Clear Opportunity

In a new International Data Corporation (IDC) forecast, the outlook for PCs and tablets continues to get worse. Worldwide PC and tablet shipments are forecast to decline 11.9% in 2022 with volumes shrinking to 456.8 million units, followed by a further decline in 2023. According to the IDC Worldwide Quarterly Personal Computing Device Tracker, traditional PCs will see shipments drop 5.6% to 281 million units in 2023 while tablets will decline 6.7% to 148 million units.

Despite the sharp decline, shipment volumes will remain above pre-pandemic levels although the market will continue to be challenged by macroeconomic headwinds, excess channel inventory, and high levels of saturation. While the PC market is expected to fare better than tablets with a compound annual growth rate (CAGR) of just over 1% expected over the five-year forecast, tablets are expected to have a CAGR of -1.7% over the same period.

AMD Refutes Reports of Ryzen 7000 Performance Inconsistencies Between Windows 11 and Windows 10

AMD on Monday issued a statement refuting reports of performance deltas noticed for its Ryzen 7000-series "Zen 4" desktop processors observed between Windows 11 and Windows 10 operating systems when gaming. The company said that while it is investigating the reports, it has not been able to reproduce these performance deltas, and maintains that Ryzen 7000 series should perform consistently between both operating systems. Architecturally, "Zen 4" isn't different from "Zen 3" with the exception of its AVX-512 ISA that even Windows 10 supports. Windows 10 has awareness for "Zen 4" multi-core topology since it isn't any different from Ryzen 5000 "Vermeer." AMD stated that it continues to work with game developers to ensure their titles are optimized for Ryzen processors.

AMD released the latest version of AMD Software Adrenalin drivers. Version 22.10.3 beta comes with optimization for "Call of Duty: Modern Warfare II" (2022), and support for Radeon Boost with Variable Rate Shading in "Dying Light 2." In addition, it fixes a launch-time game crash with "Elite Dangerous" on Radeon RX 6000-series GPUs; a persistent black screen when updating drivers or resetting graphics settings in Windows 11 version 22H2, and lower than normal performance with "Gotham Knights" on AMD processor-powered machines with GPUs such as the RX 6950 XT. PSA: How to Use a Local Account During Windows 11 22H2 Clean Install

Microsoft is finding more genius ways to prevent you from creating an offline (local) account for your Windows 11 PC, with the latest Windows 11 22H2 setup completely missing the option to use a local account, forcing you to either use a Microsoft account, or create one if you lack it. The side-effect of forcing you to either use or create an online account, is that you can no longer clean-install Windows without an active Internet connection. "julianxhokaxhiu" on GitHub Gist found a simple method to bypass this. According to a new method discovered by them, you simply let Windows 11 22H2 setup present you with the screen where it asks for an e-mail address (of your Microsoft account); and enter "test@test.com" with "test" as the password. Let setup fail the login, and click on "next." That's it. Windows setup will proceed without needing an active Internet connection, and you can create a local account.
