Try installing previous drivers and see which one works best?
I would but supposedly 11.11c is the only driver which enables Skyrim to run on both GPU's. At least that's what they said in the release notes
I tried this out also with GPU-Z and it's the same. My GPU-2 remains 0% usage at low 157/300 clocks whereas my GPU-1 is 99% usage at 735/1010 normal clocks. So it's not MSI Afterburner freaking out.
On the other hand, Unigine heaven (and I tested a couple of other games) gives me good GPU usage from both GPU's, so at least it's not the card which went faulty..
