Wow I have a Legendary Daedric bow made with Smithing at 100 but it only does like 88 or something pre-enchantment. Must be my Archery skill which iirc is still in the 60s (just thinking last night I need to find a trainer). That's a potion of archery skill or what?
And, yeah, training always goes up in price and always has as you progress. There really shouldn't be any complaints about it not letting you get too powerful. I mean look at the above video.
yes, thats a "homemade" +147% archery potion (alchemy skill is at 100).

when you have a high skill in alchemy , you can make powerful potions to fortify smithing and enchanting to further improve your weapons
