Yes, but you will be buying old hardware. If it works well, you will see a modest improvement in performance.

A new 1GB Memory GPU will give much better performance.

A new computer will be a lot faster though,...........

At this point I would agree and say scrap the machine because a P4 and 7100GS is not going to be much power. That being said if you really just want to upgrade the GPU it might be better to get something new and inexpensive as anything would be an upgrade at this point. Try buying the R9 250/X or something like a GT 740-750 as I am sure they would work and give you some noticeable improvements at least up to a point. But the rest of the system will hold you back depending on what you want to do.

I'd try NVidiainspector for older chips. I have an 8500GT that went from ~400MHz to ~800MHz. But the practical performance increase was pathetic because the performance at ~400MHz was absolute garbage. So I'd also say, get a new PC.

Good! You will see some improvements with that, although as others have said you will be held back by the P4. Eventually you'll need to do a further upgrade of the whole system.

Good choice for the mean time.

Once you get enough money you should consider a completely new rig. If you have held onto a P4/7100 combo for so long I think you'd be well served with an Athlon 5350 or 5150. I've been running a 5350 and I'm amazed by what this little chip can do. The built in GPU is comparable to an HD4650 (DDR2 version). If you want to have some upgrading room you could go with a current Celeron or Pentium Dual Core, their GPUs are comparable to an 8500GT.

When it comes to a situation like this a Amd Apu with a gpu that can be done as dual graphics is cost effective than a cpu with a gpu because intel hd graphics cannot combine with any video card to close double the graphics performance. Besides you spend considerably more on an intel chip plus then forced to get a graphics card.

I'm not an PRO gamer. I'm 12 years old (actually 11). I just want to play TF2 with good framerates. I can play TF2 on my current system but it is very slow (15-20 FPS).

Good for you! I love to see young people getting into computers at an early age. You've taken the first step to what is very satisfying...improving what you have, one step at a time! Like I said, your improvement won't be huge, but it will help you play some things a little better than you could.

Except that you spend a whole lot of extra money on the APU... and then on a dGPU... You might as well just get a G3258 and spend all the money you saved on a proper GPU...

From both a performance and a price to performance perspective G3258+270 destroys an A10+250... OK, sure, a 5350 might suite him OK if his budget is very limited, but in the time I had an E7200+8500GT (I ditched it when I was 12) I found myself constantly running into trouble... For me, and I would not mind guessing for many other gamers it is a period of transitioning to more mature games.
