Not sure if this will help: https://www.techpowerup.com/download/techpowerup-throttlestop/
It lets you make some adjustments to the CPU.
I'm also confused by your Turbo Boost being higher for 4 cores than on a single core, as I thought it would be the other way around, being higher boost on a single core.
I'll wait for further suggestions to this thread.

We used to be able to do this with Sandy Bridge but I'm not sure if it can be done with Skylake...

You can lock your speed to the turbo speed but it still wouldn't be locked to 3.9GHz but would play between 3.6-3.9GHz instead of the stock 3.3-3.9GHz.
To do so you have to go to Advanced CPU Configuration and set the Boot Performance Mode to Turbo Performance.

If you feel adventurous (don't do this if you don't know what you're doing), there is an unofficial BIOS available for your motherboard which allows overclocking for Non-K CPUs: http://overclocking.guide/asus-z170-non-k-overclocking-guide/

I think it's a typo, probably meant 3.6GHz instead of 4.6GHz.

I think this got shot down with Devils Canyon/Haswell

Yeah I don't have high hopes for him unless he flashes his BIOS with an unofficial one.

So,

Yes, not 4.6ghz but 3.6ghz sorry for mistake

About " Boot Performance Mode to Turbo Performance." i go on bios but not find such ...

Honesty i want to bench my computor on game, for see how many fps may i win with overclock... difference between cpu stock and with oc

I play with rx 480

Also, i trying to change bios to my MB for non k bios :D but not work ..

"Error 368: failed to disable write protection for the bios space
FPT Operation Failed."

Thank you very much for help, I must resign myself that i need K processor for overclock...

I tried this as well, have it even set like that in the BIOS, it just doesn't seem to work on non-K CPU's...

That is much safer to do than screwing up your motherboard bios and turning it into a TV dinner tray.

I would seriously read your motherboards manual to get a better understanding of what features are available to you before you sink money into a K cpu. In the old days a locked cpu meant the Multiplier was locked from being Increased or decreased at times, but the FSB could be adjusted.

I tried this as well, have it even set like that in the BIOS, it just doesn't seem to work on non-K CPU's...

Deja Vu the Intel Pentium 4 Days... smfh.

That is still possible if you can find an older BIOS, I bought my board in December 2015 and never updated the BIOS because if I want/need to I can still OC my locked CPU by BCLK.

Yeah he would need an understanding of bios machine code to modify the parameters without bricking the board.

I read manual but i not understand many thing... Some talk are Chinese for me ahah

I'd leave it alone till you thoroughly understand your manual. Otherwise Sell the chip and get a K model CPU.

Make sure you downloaded the right BIOS and use the Asus EZ Flash Utility from within your BIOS.

In the old days a locked cpu meant the Multiplier was locked from being Increased or decreased at times, but the FSB could be adjusted.
The unofficial BIOS makes it possible again. It unlocks BCLK overclocking.

I'm running an older BIOS on my board and my i5 6500 won't run full highest turbo on all 4 cores as I mentioned before!
You need a K CPU for that!
