I'm not sure you understand there is no distinction between whether a business is "side work" or "fulltime" in the taxman's eyes, and it's still beside the point as a lot of these people are fulltime employed.

The difference between having a physical office/retail location and not, having employees with or without benefits or not, being completely licensed and not, insured and not, having a LLC or not, counting it as personal or business income, and on and on and on and on and on.
