Because the engine running it, while upgraded/forked/refactored/etc., is still the same one which run Morrowind 16 years ago, and I can bet a few bucks that Fallout 76 will exhibit bunch of the same old technical issues again.
And of such things giants are born. At least if you're bethsoft. And it doesn't matter how much crap the game has, because "you can mod it". It's strange how people see the necessity to mod a game as a good thing.
