OBS laggy when tabbed off second monitor

So I have been using OBS to stream/record and have been doing pretty good but as of late i'm having a really tough time figuring out what is going wrong. I use two monitors while gaming and streaming. My primary is monitor for gaming is this Samsung U28E590D 28-Inch UHD LED-Lit Monitor and my monitor I use to monitor obs and my stream is Acer G276HLDbd Black 27" 6ms (GTG) Widescreen LED Monitor.
My PC specs are:
GPU: XFX Radeon RX 480 DirectX 12 RX-480M8BBA6 8GB
CPU: AMD RYZEN 5 1600X 6-Core 3.6 GHz (4.0 GHz Turbo)
MOBO: ASUS ROG STRIX B350-F GAMING AM4 AMD
RAM: G.SKILL TridentZ RGB Series 16GB (2 x 8GB) 288-Pin DDR4 SDRAM DDR4 3000 (PC4 24000)

When I am on my second monitor looking at obs the game runs smooth looks great and no issues at all. But soon as tab back into game on my 4K monitor obs gets laggy and choppy. I am not able to figure out this issue and it even affects OBS recording abilities when not activley on OBS in my second monitor. I have looked far and wide to the best of my abilities and cannot seem to find anything helping my situation. Any help or insight would be greatly appreciated.

Didn't think that could affect it but using Seagate Desktop HDD ST2000DM001 2TB 64MB Cache for my gaming hdd and some 222GB SSD from walmart for operating system and programs. and psu i have no idea anymore its just been there for me haha. again i wouldn't think that mattered because everything is smooth when im on my second monitor looking at OBS even my game on my primarty monitor. also it doesn't matter if the game is full screen, windowed, or fulscreen windowed. if im not activley tabbed on OBS it acts up and goes laggy/choppy.

If the monitors are using different resolutions, or different refresh rates, try making them the same matching settings, and see if that resolves the issue, just as a matter of ruling out the cause

I changed my 4k monitor to 1080p to match my secondary and obs isnt having any fits. went back to 4k resolution on primary and now its acting weird. Okay so for now i am testing while playing World of Warcraft. this is where it gets weird the game plays out smooth when in game and obs is on second moitor until i hit a certain area in the game then obs cries and goes laggy but my gameplay is still fine and fps holding steadily around dipping to 40fps here and there. but when i go to like a major city and run around obs seems fine and has no lag issues. i was playing fortnite the other night and randomly obs started getting laggy/choppy when i would tab back into the game. but only sometimes.

As well when i go to the portions that lag OBS if i tab back to OBS its smooth as ever and no issues it only gets laggy/choppy once i tab off to my primary monitor

Running more tests. when im in game or on OBS my CPU is only ever at 25% tops never going above. is my CPU somehow no fully running or something (not technical talk i know).

Okay so now im having the lag and choppy across chrome as well while watching a twtich stream. so this seems to be more a broad issue and not just OBS.

Update Chrome, your chipset and gpu drivers. Disable hardware acceleration in your webbrowsers. Dust all fans

So i found the culprit and im not happy about it. having freesync turned on for my 4k monitor is causing the issue... once i turned it off game ran smoother than ever. only problem is now im locked at 30 fps for some reason. what a trade off lol

Get in reach with @fullinfusion @INSTG8R @FordGT90Concept @AlienIsGOD for some assistance, also submit a bug report through the Radeon Software. Also submit a report to the monitor maker, see if there is a firmware update for it.

File a bug report for obs too

Also what input on the monitor are you using?

Will ReLive do what you want? If ReLive can do it, it will do a much better job than OBS.

You could try older graphics drivers.

your monitor from my google check isn't freesync compatible.. You can try turning Free sync on it if the driver supports it and also enable V-sync.. does the issue smooth out? V-sync and free sync will work together from what my testing shows but again it's up to the monitor if it can work.

the monitor itself has a freesync option to turn on in its menu options. i havent checked to see if i did or have to DL drivers for it.

I use OBS to stream, i stream to Twitch. not sure if i am understanding you correctly. You are all being super helpful and i appreciate it. forgive me if my responses are delayed or anything. kinda of doing multiple things and not good at multitasking to remember to check back here more frequently. i will do what i can to submit bug reports and check drivers and do some more trouble shooting. i know my rig is more than capable of running both these monitors, just frustrating having issues when all i want is to make a smooth stream haha
