Exactly and if consumers accept these rather liberal "tolerances" then they deserve products of the worst quality.
Having an abnormal fail rate on something is objectively detrimental to consumers. Whether it's a massive problem or not I don't know, but it is a problem nonetheless and one that goes outside typical norms.
