Of course it is hard to manufacture. Look at the die size of a 2080TI. Nonetheless the improvement can still be found there.The current silicon is almost maxed out already (68 out of 72 SMs are active). Enabling the remaining 4 SMs wouldn't yield much.
I have said it from the beginning, the very high price on the 2080Ti is just an indicator that it's really hard to manufacture so Nvidia doesn't want to sell many of them. It's just a "because we can" product. Plus, by comparison, it makes the other cards look like they're not that expensive. You know, it's how the triple whopper makes you feel like you're exercising restrain when you're eating a double whopper
