Not entirely true, the problem is the proliferation of RGB fans. The majority of said fans even when labled as 120 mm are actually a bit smaller. I have seen some of them that are technically 100 mm fans with 120 mm frame just to incorporate RGB LEDs. If a fan is 10 to 15 mm smaller that is a drastic reduction in fan blade surface area. Essentially RGB is killing the effectiveness of AIOs to a certain extent.

For the 280 mm AIOs its more a lack of static pressure to force air through the densely packed radiator if SPC had dropped the FPI to 16-18 while surface area would drop the increased airflow would have improved cooling performance on most mainstream CPUs. However since most AIOs are cookie cutter designs its more about value for money vs other AIOS at this point. Yes air cooling still conventionally wins but well when the coolers are ugly, blow memory, interfere with GPUs on smaller mobos well thats why AIOs are so popular. It is what it is.

I mean, to be honest, the whole water versus air thing is always preference. There are so many 100+ dollar water coolers that can't even beat 50-60 dollar Scythe/Thermalright coolers, and are louder than them as well. It's all use case scenario.
