There is a whole review of this Foxconn nettop here on TPU:

1) Check if it even has a hard drive inside (maybe a previous owner only used it for PXE boot)
2) Check boot order in BIOS
3) Make sure HDD is alive (at least boot it off USB)

In most cases you won't even need a manual, but just in case:

I'd guess the previous owner removed the hard drive...
Fingers crossed they left the caddy.

BIOS access key is "DELETE". As typical for Foxconn, the manual is garbage. Their support website is apparently gone for good too.

Many years ago when I owned a Foxconn motherboard. Great motherboard, competitively priced, bad support site and terrible manual. Looks like they gave up on that market because they are too busy producing products for the likes of Apple, Amazon, Microsoft, Nintendo and Sony.

It either needs a new hard drive, or it needs an operating system installed to the existing hard drive.

Except they bought Winfast from Leadtek, so they weren't really Foxconn to start with and that was the time when they were ok. Good, no, never, sorry.

It was quite a while back but I don't recall a single issue with the motherboard. No compatibility, stability or other issues. Then again, I probably had it a few years at the most. At that time I owned a motherboard for a year or two and gave it away when I upgraded.

I had a bunch of problems with their products, especially just after Foxconn taking over Winfast. Got a brand new Intel 955X board in for review (as I was doing reviews back then) and it simply wouldn't boot. I could get into the BIOS, make changes, but no matter what, it wouldn't boot, regardless of what I tried. The communications with Foxconn went via a PR company, so every email replay was routed through 3-4 people and in the end we just gave up trying to review the board.

Obviously not all their products were like that, but most of their boards were average at best. Better than ECS, PC Chips, Biostar etc. but never at the level of Asus, Gigabyte or MSI. Back then, ASRock was pretty terrible as well, but that was for other reasons, like Asus...
