Has anyone tried this, and is it dangerous to do? Never played with this, so am very curious about any info available on it.
There are no links anywhere out there talking about this, and the actual numbers used.
Also, the voltage offset he used, was it related to this?

Precision Boost Overdrive
In order to let the motherboard take over and overclock your CPU to the max, you first need to set the limits of the Precision Boost Overdrive (PBO). In the picture below I simply entered maximum rating which would be impossible for the CPU to attain making the PBO limits functionally disabled. Letting the motherboard take control of the overclocking is more efficient with power management, but potentially not the best in terms of maximum overclock. I've tried it to my X570 board... set it to 900 for all (PPT/TDC/EDC). Nothing really changed in terms of boosting and performance, as the CPU has its own limits integrated when using auto settings. PBO is considered auto setting. I believe this make sense for a static OC which I never did and/or care. Tried the clock override at 200MHz also.
Though I never changed (increase/decrease) the "Platform Thermal Throttle Limit" I had it always on Auto. Not really sure what is the default limit... (80C or 85C...)

Im wondering if it can be set above 200 Mhz. I ran CB20 and saw ccd0, all cores were at 4475, somewhat shy of 4600, and at 65C on full load.

I dont think this is possible with official BIOS. Not that there will be a modded BIOS...

1) What about the CCD1?
2) In what software did you saw 4475MHz
3) Dont expect to see 4600MHz on all core loads, this is for a single threaded load and not at all occasions...

A sustained single thread load is not expected to push the clock to the max rated speed and stay there. Max rated boost is more like short/rapid bursts of clock speed.

There are a lot of things affecting the boost behavior and its max clock of these chips other than temp/power limits.
Like BIOS/UEFI version and the AGESA code version that contains, Windows version, windows power plans...

CPB and PBO are seperate settings. Max 200Mhz is a CPB alteration.
PBO might go 100mhz over CPB possibilities.
If PBO has 4 settings
Auto
stage 1 2 3 4.
stage 3 PBO is 200mhz over stock Boost all core, stage 4 would be 300mhz over stock boost all core.
FXR null when altered these two other boosting settings.
Having cake and eating it, quite difficult. Everyone wants single core boost as all core boost. well, good luck with that.

Thermal throttle on most 3000 series chips is 95c. Zen and Zen+ are 90c.
I like my chips 70c or less especially when gaming!!
