Radeon RX 580 very low fps

When playing Call Of Duty Warzone on the lowest settings I have an average fps of 58. However a friend of mine, who has the same GPU, he plays on the highest settings and he has an average fps of 110.
I find it a very big difference for the same GPU. I bought a used GPU so maybe there is a mining bios on it? But I'm not sure. Maybe you know why the difference is so big?

My set-up:
GPU: Sapphire radeon rx 580 4GB
CPU: Ryzen 5 2600
MOBO: Asrock B450M Pro4
PSU: Be quiet 400W 80plus Gold
RAM: G-Skill 2x 8GB 3000

Friend his set-up:
GPU: Sapphire radeon rx 580 4GB
CPU: Ryzen 7 2700X
MOBO: MSI B450 tomahawk
PSU: Unknown
RAM: 2x 8GB 3000

Your PCIe X16 slot is running at X4.
Does it share lanes with an NVMe drive?
Your friend also has a better CPU and Motherboard.

I only have storage connected through SATA cable.
So maybe I need to remove the card and plug it in again?

I also am aware that he has a better CPU and MOBO, but I dont think this will give a FPS difference this big?

Maybe you plugged gpu into lowest pci-express port available on your board? If yes then plug it to top (the closest to cpu) slot which must be x16. Also just in case try to load motherboard's bios default safe settings.

I plugged my GPU into a higher PCI-express port (closer to cpu) and now it is x16. However the one higher is a PCIE 2 port not a PCIE 3 port.

I guess you mean label/number of pci-express port which is not generation of a port, this number only indicates it is 2nd port on board. All ports on that board are pci-express 3 (3rd generation). PCI-Ex x1 port is port 1, next one is x16 which is labeled as 2, the bottom one labeled as 3 is electrically x4 but has length of typical x8/x16 port and is a 3rd pci-express port on a board.

Now I understand it, thanks! I thought PCIE 2 was second gen, but it is just an indication of the second port. Now it is in the PCIE 2 port as seen in my last screenshot. I tried Warzone again and now I have on average 120 FPS instead of 60 (low settings). So I think it is fixed now? Because the difference with my friend isn't that big anymore.

I have the same problem, 50-60 fps in Warzone on RX 580.
I can see there are some differences between my GPU details and OP, but i do not know what they mean.
Can anybody help ?
