The only real time I think you have worry about power is in cases like the RX 480 and Vega(for example)) where some cards come with core voltage that is so high it causes you to hit the power limit and throttle and you have to undervolt(to reduce power draw) to get more performance. That is the only real case I can think of where that matters.
