Hybrid air/water cooling solution?

So the HP z820 has an interesting cooling system.

There is a "hood" that covers both of these radiators with 80mm fans, like this:

In my limited research this seems like a pretty rare setup. Can't really find anything like it.

Question is, why aren't more people doing this? Wouldn't it be nice to have a liquid cooler that bolts onto the CPU like an air cooler? In one neat little unit?

You could even have two thin 120mm radiators sandwiching a single 120mm fan in the middle.

I don't think there's any good reason to do this. May as well use a regular tower cooler.

I assume its just a water cooler without excess pipelines and the cooling ability would be mainly limited by that 120 radiator.
It wouldn't be better that a normal 120 water cooler, which would be not much different from a tower cooler, also it's gonna require more space on the motherboard.
Water is usually used to transfer heat for a relative long distance through easily adjustable pipelines so the radiator can be placed anywhere, in this case, the distance for heat to travel isn't long and also the radiator is already fixed on the cooler, then why bother using water if heat pipes can do the same job?

Cooler master has 92mm rads that swivel like this, but they didn't have the huge blower setup.

I think the lack of performance, weight, and the advantages of hoses (radiator placement) are the downsides.

That would be very inefficient, the second radiator would hardly dissipate any heat.

They do exist, I had a PC-cooler air heatsink that had tubing holes. They're rare and mostly worth just using with one method or another. Asus and a few others also had such GPUs.

As for the setup in the pic, yeah, looks like it is built for that workstation only. The other pic you posted looks to have some Nidec Ultraflo's with Deltas and AVC fans. All that stuff is probably going be louder than any fan configuration you've ever heard.
