Assume you meant DDR4? Only 8GB of slow system memory could be your issue. Aside from that 300MHz GPU memory clock, everything else looks okay. Do you have the latest drivers for your 580?
What does your CPU usage look like while playing? I used to play Apex on a 580 with my 2600 (but had 16GB of DDR4-3000) and never had any issues. My buddy on the other hand had a good amount of stuttering while trying to game with only 8GB of RAM (but he was also on an i5-7600)

What games are you having trouble with?

And I wouldn't trust a PSU with that name but it's probably not the reason for the issues.

you run 8gb of ram in total... there is your problem.

you can easily fill up 16GB of Ram with playing a modern call of duty.

buy a cheap 16gb kit.

Knowing your monitor's spec as well as the resolution, frame rate & graphics setting which you play at would also help figuring out your issue.
And I wouldn't trust a PSU with that name but it's probably not the reason for the issues.
I agree, I actually know that PSU. It's a cheap Asian brand with a rather low-build quality. I think it should be fine for his rather mid-ranged spec but dunno how long it will last him especially if he upgrades to a more power hungry hardware down the line.

Setup MSI Afterburner OSD like this:

And turn on Memory Clock on OSD like this:

Now check what's the Mem Clock while gaming. If I'm correct and your memory clock is stuck at 300 MHz like so many people, try each and every solution there is I guess, GG.
