no I'm saying the fans are spinning at full capacity and haven't stopped Fan speed 100%
When the computer is turned on, the fans rotate fully

Or "the fans should spin, but they dont"
Or "the fans are spinning so my GPU should be cold, but its at 100C"
So far all i understand is that your GPU fan is at 100% - is the GPU usage high as well? Is it overheating? Is this only in games, or when you are idle at the desktop?

Maybe you've got an app like Afterburner that has manual fan control on at 100%

fan all Time at 100% no stopinng
I did everything and the problem was not solved update driver and Bios when pc turn on fan spinning at 100%
I couldn't change the speed of the fans just spinning at full speed

when The pc Turn on the fan spinnig at 100% 3900Rpm No Stoping And I could not scale down the fan speed

The problem here is we have to ask every question, you are not providing any information. We didnt even know it was an RX570 until just now
That screenshot shows the GPU is under 100% load despite running at 30C, and at 500MHz something is very strange there

Seems similar to the bug that causes Nvidia cards to get stuck at idle speed as his is under 100% load at idle. As the card is new I suggest return it.

Somethings weird about it for sure, our only info is from that one screenshot
1. GPU is at 100% usage, but low temps (30c? thats idle temps!)
2. GPU fan is at 100% speed (why? broken fan, or software controlled?)
3. VRAM usage is low at 591MB, so its not likely eth mining
I'm wondering if its a card that was used for mining with a mining BIOS (low GPU clocks and high RAM clocks is normal there, and high fan speed could be done by some miners), but he insists its new in box

Just thinking out loud, the fan speed seems linked to core load, not temp.
Increase the core clock to where it should be and load will drop relative as well as fan speed at idle.
