Your mistake was using Enhanced Sync. It’s been a Known Issue and not worked reliably for almost a year at least.

Well, that explains it unless OP is using a 240hz display...

PS: for newcomers, Enhanced Sync is Dynamic Sync in Nvidia terms. AMD doesn't have Fast Sync. There is a reason for that. AMD is faster with v-sync off on the contrary Nvidia is faster with v-sync on. Enhanced sync just halts the gpu pipeline when it hits the target refresh rate. Not... very... nice...

Actually it’s the opposite it allows absolutely no limits on FPS or refresh rate, when it worked.

Sorry, I had it backwards;
  • When below the refresh rate it activates vsync,
  • When above it, it deactivates it.
So, you are right - although this doesn't change the fact that turning iChill-on and vsync-off is still faster. The gpu can tune its profile faster than halting the pipeline altogether with vsync.
