Where are you buying the card from?

What is the intended purpose for said card?
Please be advised there are 2 versions of the RX 560.

RX 560 1024 SP
RX 560 896 SP "RX 560D"

Minimum requirements for psu are pushing it. 250Ws is bare minimum needed and thats from a strong unit...

Strong units are underrated where as weak units are overrated.

I would switch the PSU.
It's a Dell, they use their own types of PSUs that aren't easy to swap, as they don't have standard ATX power connectors.

on paper you should be fine - the OptiPlex seems like it can be configured with up to a 50w gpu by default (HD8490). The system comes with default haswell i3/i5 so if you have not upgraded that CPU to an i7, there should be ample power for a rx560 which is 75w default, and LP cards rarely attempt to up power limit. if the i5/i3 is 65w the system should also follow that power limit outside of boost.
the card you posted seems to pull power from pcie slot as lp cards usually do. I don't think dell would go so far as to modify their motherboard or pcie slot or the power supply so that you cannot use a gpu that needs more than 50w.
however, while I think the system is perfectly capable in terms of amount of power it can give to the GPU, there's no guarantee that the BIOS works with a card much newer than it's default.

It is capable, but I don't know if it is compatible. I think u could look on youtube, see if people upgraded the same optiplex to rx400/500 cards, of similar/higher power draw.
that said, I think anything GPU is a terrible deal right now, especially in what used to be the "value" market.

The graphics card you're buying is the OEM RX 560D with a TBP of 65w. Your Dell has a 72w HD8570 listed as an option.
As @Post Nut Clairvoyance pointed out, as long as you haven't upgraded the CPU, you should be able to run the new card without a problem. Make sure to update to the latest BIOS.

This is the PSU inside the OptiPlex 3020 SFF:

The GPU shouldn't draw more than 6A on the 12v rail with a TBP of 65w. From what I found, the advertised power consumption for the card is even lower, at 50w. IMO the OP should do fine.
And yes, I would also recommend a higher rated PSU with upgrades in mind, but this is a pre-built. I don't think Dell offered more powerful units on this series.

Since your image did not appear ths other day the psu is made by AcBel it is a 255 w unit. I can see which model it is
