Windows 11 2nd monitor goes on standby after restart

So been running windows 11 insider builds up until yesterday where i did a clean install of windows 11 of which is the same build I was running fine before hand, now every-time I reboot my system my 2nd monitor doesn't turn on windows detects it as its on but its on standby, this issue wasn't there before doing the reinstall using the same drivers, any ideas?

This only happen on reboots a cold boot there no issue.

Things Tried
Reinstall NVIDIA Drivers.
Installed Monitor Drivers.

Is the second monitor connected by HDMI?
Not sure if its related, but my second monitor wasn't detected after installing 11.
I had to clean install 472.12 two times before my HDMI output decided to work.
The other DP outputs were working fine.

Both are DP I think it could be some type of conflict in windows which one is primary, I switched ports on my GPU worked for awhile as it was thinking my 2nd screen was primary until it got to windows.

I might back date drivers to be sure, yeah could be a bug in the windows 11 drivers seeing I used windows 10 drivers fine for months.

Yeah that's what I would try too, but it's Windows 11 - it's more likely a new bug here.
