When using Windows 11 you have to disable all of its Virtualization features. Virtual Machine Platform, hyper-v, core isolation memory integrity and perhaps Vt in the BIOS. There is another thread in the ThrottleStop forum that explains this. Once you get everything disabled, delete the ThrottleStop.INI configuration file and hopefully it works.
ThrottleStop is not compatible with WSL2 or the Windows Subsystem for Android. W11 is safe and secure at default settings.
