The memory will probably only run at DDR3-1333. I have an HP sff and there are no adjustments for my DDR3-1600 RAM in BIOS.
For a video card, you will be limited by the sff power supply. Something like a GT1030 or 1050 low profile should work.

Yes, I have similar in a HP 6300 with a i7-3770 with 16gig of ram...runs a 1050ti no problem.
