I idle at 41 with coolant 32.
I like to keep my fans off in winter, unless when my coolant becomes 50 degrees
I capped my cpu at 85 with pbo

gpu now 29. it's about 60 when gaming. it's same or a bit cooler than ssd (~32)
hdd is now 28

weather 5° idk the ambient but it must be same as hdd when I turn the pc on.

Yes the C-states are enabled in BIOS. The windows power plan is Balanced with "maximum processor state" set to 80%. Idle clocks are at 3.6GHz at around 754mV. The CPU package power draw is around 48W on light internet browsing and some simulation stuffs running. The peak cpu power has been set to 75W in BIOS. I think those high idle idle temps are pretty much because I have set the radiator pump speed to 25% till 55° C. Also the case fan profile is set to silent (in BIOS) or my system sounds literally sounds like a jet engine on performance or even default (mainly because of the noctua nf a14s which ramp up to insane levels) on any other profile. But I am fine with those temps right now and with winter approaching they should drop down.

That seems right in line with mines as the coolant temp is around 35-37 at idle. Thus my higher idle temps.

Ah, so you've got background stuff running? That's probably why your power consumption is so high which is causing your "idle" temp to be high as well - it's not really idle, actually.

My 7700X idles at roughly 18-20 W with only Steam and GOG Galaxy running in the background.

You can turn up the "maximum processor state" to 100. Also, is the "minimum processor state" 0?
