I'll make this short, basically friend of mine bought that gpu from a guy (GPU is used ofc) so everything works perfect but there's something that he's worried about. ( https://streamable.com/gic78u ) If you open link you'll see, it happens only on startup and that's it, like I said in games it works perfect temp is good, speed is good everything.
Thanks in advance!

The link in the post was reported.
I, personally, had no trouble with the link at this time.
It is a video of the problem.
However, it is still your choice to click it or not.

Either thats a random visual error from his display, or that's meant to be some kind of logo to identify a modded BIOS

Those GPU's were really popular mining cards, so it's entirely possible its on a modded BIOS - you can follow some of the guides around here to flash the stock BIOS to it, but it's going to take time to get photos of the card to help identify it properly before anyone can help find the original BIOS

As @Mussels said earlier, most of the RX4xx and RX5xx cards available as a second hand card on the market, were used for mining purposes.
Buying such a card is not a problem as long as you but it from Ebay with money back guarantee.
Even if a card was used for mining, that does not mean that you can't use it for playing.
But in order to be suitable for playing it needs to be reverted to original state.
Well, that in most cases is not made by former owner and could lead to a strange behavior during a gaming session.
That artifact you see at the POST procedure could be caused by a modded BIOS indeed.
Please us the save button from GPU-z and save it on your computer.
Upload the file you just saved here and let me check it to see if it was modded for mining.

What kind of photos you exactly need, I can take some, I just want to "get rid" of that pixels on PC startup. Also is it okay if I leave that GPU inside PC once i get new bios or should I get rid of it ?

Hello.
I checked the BIOS file you provided earlier.
It is the original one, at least this one is.
If your card was used for mining, then the previous owner did changed it the way it supposed to be.
It is possible that there are other possible causes that makes your system to act like that.
I checked the BIOS from your card, it seems to be legit.

Okay, what do you think the reason is for PC to act like that on startup? I've been searching everywhere, can't find solution or any kind of answer..

One question: Does that artefact that appear before POST bother you?
One of my computers makes that for 5 years at least.
I don't bother to find out what was the reason cause it functions well after it boots up into Windows.

Well it doesn't bother me but I just wanted to know if everything is okay to keep GPU in pc or is it some kind of a sign that it's dying, if it's not dying I'll keep it ofc, it doesn't bother me

Edit: It only happens when pc is booting up for 2seconds then everything is alright and working, no problems at all. We tried it on benchmark(Furmark) for 15minutes, max temp 70, fps dropps for ~3 fps that's max, we can send it back ofc and get money back but also wan know if it's fixable and all that above.

On boot, the graphics cards can use either legacy or UEFI as the boot methods
Many RX 400 and 500 cards need a BIOS update - even to a similar model sometimes - because the stock BIOS doesnt support UEFI booting, or does so in a buggy way

UEFI booting without a UEFI bios on the graphics card results in a black screen until windows hits, but sometimes can do this sort of artifacting

You can also get this with older graphics cards and high res or ultra wide displays - the BIOS post might be at 640x480 and the monitor doesnt support it (or doesnt support it with whatever connector you're using, you could be using HDMI 1.2 on a HDMI 2.1 display)

The video has gone offline so i can't see it again to look into it - can you try taking photos or a higher res youtube video of the issue?

Its an old legacy only board, with a GPU that definitely supports legacy booting - legacy booting is low res at 640x480 or 800x600

That means it's upto you to try that monitor with other graphics cards, and that graphics card with other monitors
As well as testing other monitor cables and connections - VGA, HDMI, DP, whatever options you have

You havent listed the monitor

Monitro is ProLite E2280HS-B1
We tried some older GPUs on same monitor it didn't happen, tried new HDMI cabel it happened again, we didn't try VGA.
Again, since everything works perfect except that artifact that's popping up on bootup is it okay to leave that GPU inside PC? Does that Artifact means GPU is dying or something else?
Hope you'll be able to see video this time. Link of the video

So its an old 1080p with VGA HDMI and DVI
Quite simply, test all three of those connectors and see if they behave the same with the display corruption
Please stop sending the same video and send a photo. 33 second videos for one second of blurry mess isn't useful.

No one can tell you anything about if its a problem or dangerous or anything at all about it, until you finish testing things and tell us what's going on yourself

Does the monitor do this on all 3 connections, or just the one?
Do other graphics cards have issues with those same cables on those same connections?
Do other displays have the same issues with the same graphics card on the same connections?

Have you replaced the cable in the situation that causes this, to see if that's the issue?
