Run Furmark or there is a mini test in this software, run it and then it will be fixed. It's normal to be like this at idle.

If you tested with another GPU, no misaligned cpu pins and same results, it will probably be an issue with the motherboard x16 slot or its own pch

EDIT: Wait a minute... 11C2... is that a "chinese" gpu card? Mining card? Those fakes GTX 650 Ti ?

Then all that remains is testing the GALAX GPU on another mb...

EDIT: Humm i dont see it as incompatible HW device against a list publish by ECS... but you'll be sure of a mb issue if the GPUs display correctly in another mb.

I thought x16 slot was enough for support. I guess it wasn't. Because i have gt 1030 (10 series) and still running x2. Thanks for answers guys. I need new motherboard or downgrade gpu.

I don't have another CPU. I replace gpu,cpu,ram,hdd,motherboard power cable 2 days ago. Still same. I have 2 question;
1: Does my GPU support it even though it's not here?
2:I installed my processor upside down 3 months ago, one corner was bent and I fixed it, but it works perfectly in terms of performance. Could it be because of this?

Here is my own GTX 1060, and I am aware too that this is one from the best revisions ever released.

So, your board for some unknown to us reason, it drop PCI-E multiplier from 16x down to 2x.
In theory this is normal, when they are several devices attached over the PCI-E controller, and by this way the entire bandwidth this is shared, and all other devices they are happy too.

Now I have one unexpected theory, it might all your setup to be 100% healthy, and the GPU-Z software this to facing issues about reporting correctly, the currently in use PCI-E multiplier.
The identification of PCI-E multiplier, this is in simple English, GPU-Z communication with your motherboard chip-set.

If ECS did something different as motherboard design, there might be there one incompatibility.
This might be solved due a newer BIOS?
This might be solved, if you disable from BIOS unwanted functions:
Additional HDD controller, serial ports, on board SSD module PCB (storage drive).

In order to be proved, if what you see its a fake alarm or not, you will simply have to run Valley Benchmark 1.0, and compare your results, with another GTX 1060 of identical class 3 GB.
If there is a hardware problem? Your score will be half than what others get.

There we go... yes this can be the culprit indeed.
PCIe x16_1 is usually attached to cpu, other PCIe ports/lanes assigned to PCH like LAN, SATA etc...
As i mentioned before and also suggested from other users, the motherboard may have an issue now, the processor being the least likely to suffer damage against a motherboard circuit but not excluding this one from also being able to have a problem now, IF (And you didnt told us) was given SW to the motherboard during its incorrect socket orientation.
Resuming again and assuming no electric/mechanical issue on the slot, testing the GPU in another motherboard and testing another/current CPU in/or another motherboard.
Current HW utilities around perfectly communicates with a 2015 H110 chipset specifications and IDs for reports, like AIDA64, HWinfo and GPU-Z

I don't have another CPU. I replace gpu,cpu,ram,hdd,motherboard power cable 2 days ago. Still same. I have 2 question;
1: Does my GPU support it even though it's not here?
2:I installed my processor upside down 3 months ago, one corner was bent and I fixed it, but it works perfectly in terms of performance. Could it be because of this?
To make this more clear :
You had a PC that had this issue, you replace it 2 days ago, and with all different parts - you still have this issue ?

Just to reiterate :

Blue is PCI-e lanes,
Green is PCI-e version
(supported speed values are on the left from "@" sign, and on the right side are "active", or used at the moment values).
Green get's dropped to 1.x or 2.0 when power saving features kick in on Idle, and it needs some GPU load to get back up to max.
Blue depends on GPU, but in most cases it stays the same regardless of load (x4/x8/x16) and should be equal on both supported and active values (supported side should show how many lanes GPU has available). GPU-z will show less on active value (right side of "@") vs. supported one, when GPU is pluged into PCI-e port with lower number of lanes than GPU supports (check manual to know PCI-e lane distribution across different ports on your board).

If "active" value on lane count drops down from supported value later on, it may indicate a :
1) Damage to filtering capacitors near PCI-e port on GPU side (or cut traces for PCI-e port on it's PCB)
2) Damaged CPU/chipset (depending on platform, as some PCI-e ports are linked to chipset, and some to CPU)
3) Damaged PCIe traces or port itself (someone dropped screwdriver on PCB, or port pins got mangled for one reason or another).
4) Damage to solder balls underneath GPU (some of them are responsible for PCI-e pins) or other elements between GPU and PCIe port (ie. bridges).

Yeah you very well may have ruined some of the contact pads on the CPU that are used for PCIe. Looked up the pinout of Socket LGA 1151 and, you guessed it, most of the PCIe connection pins are on one of the corners of the CPU. I'm willing to bet this is the corner you bent.

I would not be surprised if you've permanently killed the PCIe bus on that CPU. Next time don't force the CPU into the socket.

It doesn't work like that.
It should lower the version of protocol /to PCI-express 1.1/, not the rate /should be at 16x all the time/.

Wow! There's your problem! Probably something got burnt in the process and now you only got 2x as the result. Be more watchful how you install components.

Visit a local computers shop, deliver entire PC for inspection due an Pro expert.
You seem unable to follow technical advice's, and remote assistance this does not work for you.

Note: About anything damaged, there is no under warranty replacement.
You will simply buy a replacement of what you have killed.

I cannot tell if there's something burnt from those 2 pictures, however there definitely is some part of the northbridge (in CPU) damaged, because you only have 2 PCI-e lanes available to you.
And I don't see how you can repair that without replacing your CPU and properly installing it in the first place. Always check for that >>> Arrow <<< marker on the CPU and the mainboard.
