PCI express riser problems

I encounter some weird problem which i never seen in my whole life.Let's sart with begin:
I have an motherboard Asus Strix x299 E-Gaming,and this motherboard doesn't have PCI slot anymore,so i buyed an PCI express RISER card to use an old tv tuner.My tv tuner is called: TT-Budget C1501 DVB-C tuner.
The problem is, i installed carrefuly that riser in pci-e slot,i connected auxiliar molex power,and in Device Manager it say: This device is working properly,and tv tuner is installed perfectly without error and problems.But when i scan for cable post, cannot find any channel,PAT is on RED.0 channel found and i don;t understand why and what happen.I verify tv cable on another TV, and signal is ok,the cable doesn't have problem
It is possible this riser card doesn't like my tv tuner or have HIDDEN PROBLEM?Is very weird because in Device Manager telling me: This device is working properly !!
My tv tuner technotrend is working properly too,because i tested on another PC with PCI slot, and is working without problem
I never seen such weird problem in my entire life.Someone can help me with a hint? I am in a total FOG ☹️
I tested full version of DVB and demo version free of DVB and teh result is the same...

I will never understand why new motherboard doesn't have at least one PCI slot,i hate so much this thing
I don't want to change actual tv tuner with another new product on pci-e,because this tuner c1501 is awesome and is making excellent HD captures,is a german tv tuner,and germans are very good at tv tuners......

Riser card is new and have 2 years warranty.What do u advise me? To return this riser card back?I don t know what to do...and I don't know how to prove that the riser has problems, since the device manager sees it without problems.Even if i return to warranty they will come back,they will return it to me, without changing it......
I have only bad luck

Benchmark Scores They're pretty good, nothing crazy.
Did you try the riser card in the old motherboard?

It's hard to pin down because it could be any one of 3 things:
1. It's a software setting or lock somewhere that is preventing the channels from returning
2. It's a compatibility issue with the riser card itself.
3. It's BIOS or firmware limitation with the motherboard.

Realistically you have options --
Option 1) return the riser card and sell the tuner card, and then use the money to buy a USB or PCI-E tuner since PCI is dead for the future.
Option 2) Try one of the Miner solutions using USB interface PCI-E Express X1 to Dual PCI Riser Extend Adapter Card USB 3.0 PCI-E 1x to 16x | eBay --something like that and try using a different card.
Option 3) Find someone with that riser card who is also using a tv tuner and ask them, or call their support -- but that's a pretty niche setup.

I'm wondering if the card was using the bracket connection to the case to help with grounding. Maybe worth looking into.

Those adapters can be hit or miss with functionality especially on new boards. Try a different pcie slot maybe? One connected to the cpu rather than the chipset.

PCI bridges are not all equal. They lack full feature set. I have a feeling, that PCI Bus Mastering is the thing it lacks with proper DMA access.

I would recommend to quit the fooling around and leave one vintage PC with native PCI. Let it go.

As you can see, that riser was meant for low profile PCI cards. You can tell because there's a .45 impact hole in the case.
For full width cards use a ribbon riser.

I use TV tuner cards, is the signal going through the cable DVB-C (digitally compressed) or is it analogue? if it's analogue you won't get anything because the card expects a digital signal.

If the cable signal is analogue you have to convert it before it reaches the card, you can do that with a digital STB in the middle. If it comes from an antenna then you need the converter as well.

Insert a frequency range manually, it has to match that of the cable, you should also enable in-depth search.

Play with the other settings, see what Reception type does. Find out the frequency your provider or antenna uses.
The input of the card doesn't seems F-type but the cable is coax.

Make sure it's the right cable and that the card is compatible with that TV system. For example, my TV cable has an impedance of 300 Ohm, but the tuners are made for a 75 Ohm system, so I have to transform that impedance using a balancing unit or balun (a coil inside a bigger connector). Though this is only valid for analogue signals.

when i removed the card from slot,i saw the yellow cable was broken,i don't know how...i glued it back,and now is working.Yellow cable is +12V
Anyway all 4 wires are very weak.they are glued badly from the factory....
China product...;)

Also, is the spot, for the yellow lead, under that piece of black tape?

Design fault. The connector should be soldered directly to the PCB without the use of wires, like in graphics cards of old.

Anyway i hate so much that molex,i don't like it...The riser card would be so nice without that molex...but ,if manufacturer decide to have it...c'est la vie
