Every single game stutters and im getting fed up with PC gaming

Ever since i built a modern PC im consistently disappointed at how every single game stutters randomly and NOTHING i do can fix it

I built a pc with
Ryzen 2600
16gb ram
Some gigabyte motherboard
Gtx 1080
NVME
60hz monitor


After trying EVERYTHING, reinstalling windows, putting games on NVME, XMP on off, countless windows tweaks etc. I figured something must be screwed up. I literally rebuilt the entire PC, Got another Asrock motherboard, got a Ryzen 5600, Got different 16gb ram sticks, different power supply -- THE SAME THING HAPPENS. Tried multiple different 60hz monitors, hdmi cables, same things. I even contacted NVIDIA for warranty to check out my 1080 and replace it, they sent me another thing. Same issue. I tried a gtx 1060, same thing happens.

So what happens exactly?

MY fps will be awesome, solid 60, but every 60seconds or few minutes, the entire screen will just FREEZE/ Hitch/ stutter and it just feels like shit.

If I use MSI afterburner and look at frametime, you can see a totally solid bar, but then randomly it will just have a gigantic spike.
VSync on or off, doesnt matter
Cap 60fps with rivatuner, doesnt matter.

I'm just about ready to abandon PC gaming and just use consoles cause this shit is so annoying and it doesnt happen on consoles.

PLZ HELP. WHAT DO I DO TO FIX THE STUTTERS? Im sick of throwing money at the issue thinking it will change anythign!!!!

Is it just impossible to get solid consistent 60fps on pc games or what? Too much to ask in 2023??

NOTE: EVEN IF I LOCK GAMES TO 30FPS I STILL GET THE STUPID SPIKES. What is going on??
NOTE: Its not the temps theyre always way below anything bad.



THINGS TRIED:

bios:

-XMP on/off
-amd FTPM on/off
-Adding + voltage bumps to memory
-Above 4g decoding on/off
-Resize bar on/off
-Update bios

Windows:
-Manually install amd chipset/windows default
- HW Schedule HAGS on/off
- Nvidia manually update to latest / windows default driver
- Disable / unplug all usb devices except mouse keyboard
- Device manager disable all unnessesary things
- Nvidia shader cache 'unlimited'

- MSI Afterburner disable power monitoring


Hardware:
- Manually unplug all LED shit
- Manually unplug all extra USB stuff from motherboard, usb 3.0 shti etc
-Unplug everything from
motherboard except bare essentails
- Unplug hard drive, all external hard drives, only use NVME with windows

Even thought at one point the issue was just with the power inside my house, so I hoped that eventually when I moved it would be fixed
Well I moved to a new apartment, same issue ofc.

I even made a youtube channel showcasing the issue in various places, I could post way more vids now, i even have a different CPU than i did back then, same issue:

i find it odd that i have absolutly no issues with stuttering or low fps or black screens or restarts .......

I find it odd that some have probs with stutters, FPS, black screens, even they have the latest stuff from the shop shelf. Heck, this yr 2023.

in my opinion i think the main cause of most of this is improper bios settings and/or not a powerful enough psu /quality psu

^agree, some of these newer VGA cards demand a lot from PSU when being pushed, however the settings in BIOS, many have no clue of.

im using a ten year ol psu... i paid a arma n leg for it but i have used in 3 builds it hasnt lost any voltage watts or amps that i can tell..... there is something to be said for overkill psu's there is no replacement for clean voltage and lots of it i have 104 amp 12v rail lol 1250watts low ripple best 300$ i spent on hardware

Yes, but a ten yr old PSU might be missing some modern wire plugs that some newer build requires. Over here, I so far used them PSUs until they throw in the towel.

Yeah, sometimes it really is that simple. I think some of these newer wireless keyboards / keyboard-mouse combos just don't work as well on slower USB ports. For instance, my MK520 acts weird on 2.0 and even some 3.0 ports. Works perfectly otherwise.

Yeah, some things are weird about other things....

Our most recent experience, 2700X upgraded to a 5600G (side graded I guess) and the kids Playstation steering wheel dropped out force feedback.

This was never an issue before the cpu swap, of course dad (me) made sure bios was up to date and memory configuration was set and stable.

Nope, had to reinstall the drivers and so far, everything seems fine.
That's what I meant about hot swapping earlier.

Even more recent than that, on my b3nching rig.... swap from RX 6700 XT to bench an HD 7000 series card. Everything worked except 3DMark through steam. For 3 days now trying to figure it out.... F-it. Today, fresh install of windows and it works just fine. I think it had something to do with all kinds of things, which none took any effect but made the matters worse.
Went from hanging on start ui to just opening and closing the program.

Conflicts come and go, sometimes with no resolve. Shit happens.

Yeah, I'm a little leery of that idea. I had an eBay special Dell's PSU nuke the whole system, had my auxiliary hard drive's read / write heads playing 'knock-knock'.

That is plenty, another ten years perhaps. I am not really into those modular cable stuff, have too many idle cables here already to keep track of.
But that's the beauty of modular. You only use the cables you need. Unless you mean the leftovers you don't need.

yep, that is the thing, having leftover cables here and there in drawers, boxes, and when the case is to rebuild PC something, where did I put them leftovers cabels.
Might take a moment or two to dig them out&frustration.

i've been down that path... almost went mental sorting it out. Although mine was iCue related (stutter). Some time later... it was CAM and Running ASUS's RGB software (crashes). Also had some issues with previous versions of the Razor Synapse app (minor stutter and crazy ping surges) although current version seems fine. Actually only recently went back to a Razor mouse.

Oddly enough, my current system runs perfectly... even passes stress tests. Runs every type of game i throw at it with zero problems... but GTA 5 and GTA 5 alone occasionally freezes up. F-THAT, over-played that title anyway so can't be arsed to remedy it (although i have reinstalled the game, DDU'ed, etc etc - can't be arsed with a windows reinstall).

It's interesting you mention this. I have an Asus Tuf B550-PLUS with a Commander Core running six LL120s through iCUE. Make me wonder if one is messing with the other. Swapping my first kit of RAM cured a lot of issues, but some intermittent ones still linger. The most annoying one is the Asus board and GPU's RGB occasionally rainbow cycles when off unless I set them to DARK through Armoury Crate or flip the PSU's rocker switch.

Been having problem with that and no stutter now I'll share what I did maybe something there helps.

Bios:
Disabled c-states
Disabled intel sgx(bad for undervolt)
Disabled hibernation, disabled virtualization disabled speedstep
Disabled Sata AHCI (I'm only using m2 ssd anyway)
For pci slots I changed all speeds "auto > gen 3"

Windows:
Ultimate performance mode
Disabled windows and nvidia telemetry
Disabled windows defender permanently (Just don't click those links chrome and ublock origin warns you anyway)
Disabled hpet from device manager(fps boost but benchmark test timers could confuse) (don't disable it from bios)
Disable anything from msconfig except microsoft services(all intel gone) maybe you ll need audio or power management apps there you can left alone nvidia container should stay probably
Use ISLC (Maybe should ve mention this first. set timer to 0.5)
Throtlestop ofc enable speedshift there
Then there is this program MSI Utility v3 changes signalization method to msi from legacy methods
There are some registry tweaks for gaming too google can help good luck

besides stutter/crashes i've had a ton of other problems over the years with iCue and CAM. The frustrating part, each time updates were rolled out it might fix one problem but ended up creating another/two. But thats history! Largely poor software implementation opposed to conflicts with other lighting applications.

Eventually i reverted back to CAM to customise my X62 pump and its working fine now, that too with ASUS Aura to set the mobo/memory RGB selection. Also running iCue on a second non-gaming machine and it seems to be running fine now. If you are experiencing performance snags definitely worth looking into this area to iron out the possibilities. I still sheeet-ma-paaants everytime i see an update from any of these proprietary lighting/monitoring applications but so far 2022+ has been generous

Same applies to peripheral softwares... previously logitech comes to mind but a long time ago. Although full credit to them for my recent couple of years G502 Hero experience being "fantastic".

Yeah, that was kinda my point with this one. I don't mind fan lighting so much, but I have autism-related sensory issues that limit what my eyes can handle and I can't stand this rainbow-cycle crap, especially when it's supposed to be off.

Just buy intel and Nvidia, AMD is an ocean of issues, stay away from oveclocking Z boards, buy B or H series boards, also don't buy ram speed higher than the proccecor JEDEC spec, do all that and pc games are smooth as butter.
Yeah, no. My system specs are current and I don't have issues, same with my test bench which is also all AMD. Don't spew nonsense.

Probably mentioned before and I will admit, skipped to page 6, so my apologies in advance, but:

1. Disable TPM
2. Disable Memory Integrity.
3. Drivers updates, and make sure that AMD Recommended or MAX on Power Plan is enabled.
4. Uninsteill McFee or Norton
5. Scan the machine (use MB antimalware)
6. Check game settings, even with the decent hardware, some settings like volumetric fog, can cause problems on some systems. Hardware Unboxed have some videos on game optimizations.
7. Uninstall One Drive if not used.

Stop spewing absolute garbage as the last three Ryzen's i've built with both nvidia and AMD GPU's have been smooth as butter.

You think intel doesn't ever have issues? Think again.

There are weird issues with random configs but the fact that the OP has the same issue in both systems is strange. Maybe try a different board if possible? And simply do a clean install of windows/drivers and no other tweaks? Use the latest chipset and GPU drivers and keep the balanced profile.
