Did you ever clean out the air vents of your laptop, if not, I'd start with that. (hold the fans while blowing out the dust)

How much watt does your powerbrick have? by calculating the pictures you might only have 65W.
I also found some pictures of the laptop, it doesnt seem to be a gaming laptop its just a laptop with having a gpu that helps run smoother.
The cooling system isnt well made (no big air intakes).
You proabably bought the wrong laptop for gaming if its really 65w so when the cpu needs more power for whatever reason it has to take it from the GPU thats why it throttles.
Correct me if im wrong here, then we can investigate further.

Maybe your powerbrick is broken.
Run more tests and check if you can reach over 100w usage (use a wattmeter on wall)

Your laptop doesnt draw enough power.
View attachment 288743
-> Which means. Your power brick is broken, your baterry is broken or if you have a really bad case, then your gpu or cpu need some bga resoldering because they are soon about to die.
I wish you the best
50W this is normal for this graphic card, everyone has the same value on the tests, but they don't have throttling, but I do, they have the same problem with the power of the graphic card
