Why is my GPU saying 7000Mhz @ Idle!???

I wanted to play one of my space games but noticed when i opened a simple program like steam, the GPU SPIKES terribly!?
I just cleaned it and applied thermal paste to it too..

Anyone know why?

Double Data Rate (DDR) can be confusing on how one counts the memory clock rate.

yeah that's normal behaviour of a GPU when it switches between 2D and 3D Mode when you use your PC...

because it's supposed to....lmao

that "simple" program like Steam is still rendering a buttload of images and videos that are all likely turning on at the same time with auto play.

GPU-Z says memory is clocked at 1750 GHz, so all is good.

yes, of course.

if you minimize Steam and return to just the desktop the card would downclock again. restore the Steam window and card will ramp up again, it's doing what it is designed to do. displaying those programs isn't as "simple" as you would like to think. the GPU does need to do some work, hence clocks go up, but it's not like it turns into an oven with top voltage and power draw as those will be very low which is why temps stay low even though the clocks went up

I think nvidia counts all the vram modules together so the frequency seems way higher than it actually is. Thats what I assumed anyway, I'm not actually sure. But that is definitely normal. Mine goes up to 10,500mhz just from opening steam.

I mean the math kind of makes sense, but not really. My 4090 has 12 chips of 2gb vram, right? GPU z says mem clock is 1313mhz. Times that by 12, thats just over 15,000mhz. Yet when I run heaven it says memory speed is 10,500mhz. Anybody able to shine some light on this? Where does that 10,500mhz number come from exactly? Its clearly not from a single module, but its not from all of them running at rated speed either. So maybe the load just isn't heavy enough, or what?

gddr6x 16x 1313x16 = 21gbps x384bit /8byte = 1tbyte/s

21gbps = 10500 ddr

gddr6 8x, gddr5 4x, ecc

IIRC, it's quad-data-rate. (7000/4) Looks like it's the same as the GTX 1660 Super.

I mean it's an RTX 2070, not exactly an uncommon sight... standard GDDR6 card.

If OP wants to conserve GPU usage they should enable low performance and low bandwidth mode on Steam.
