Source? There's nothing to optimize for, Cinebench simply spawns one worker thread per core and runs work on it non-stop, until doneExcept a few programmes which Intel themselves optimized their thread scheduler very heavily on like Cinebench.
Edit: Thread Director helps the OS with the decision onto which core to schedule a particular thread
