Thanks a lot
I'm really sorry but I don't know anything about it and I don't see where the error regarding the processor is.
Does it take a long time to find?
If you know anything about it, I'm ashamed to ask, but could you try to find the error and change it?
I'm really lost in this text and I think it would take less time than to explain myself...
You will save my life, truly

J'ai trouvé ça, mais je ne sais pas si c'est ce qu'il faut:
0x4A974 QuestionId: 0x3C7 equals value 0x0 {12 06 C7 03 00 00}
0x4A97A One Of: Processor Thermal Device, VarStoreInfo (VarOffset/VarName): 0x3A0, VarStore: 0x1, QuestionId: 0x3C8, Size: 1, Min: 0x0, Max 0x1, Step: 0x0 {05 91 F1 11 F2 11 C8 03 01 00 A0 03 10 10 00 01 00}
0x4A98B One Of Option: Disabled, Value (8 bit): 0x0 {09 07 04 00 00 00 00}
0x4A992 One Of Option: SA Thermal Device, Value (8 bit): 0x1 (default) {09 07 F3 11 30 00 01}
0x4A999 End One Of {29 02}

p-s: I reinstalled all windows, and now the processor increased to 1.6ghz and there is written on ThrottleStop max 69 degrees then 80 degrees instead of 59

I can't help you with one unique instruction. The best thing you can do is find out how other users have changed their bios. From my own experience, when I learned about UEFI, I started comparing UEFI files of computers from different manufacturers, with the same processor and GPU. This allowed me to find out what changes various computer manufacturers are making to their bios. You have you.com, copy there what you are interested in from the UEFI file and read what you are offered. Over time, you will begin to understand what is what.

If you can't do it, unfortunately I couldn't do it either. I don't understand anything about all these figures and even with you.com I haven't managed to understand.
There are lots of times written processor, which one do you need?
Sorry for this inconvenience and thank you very much for your help and too bad for me

I do not have such extensive knowledge to recommend changes to the BIOS of the processor, which I do not know and I do not have the opportunity to study this processor. I have provided the UEFI from your bios so you can explore and find a solution on your own.

Can't you try to check anyway? You probably know more than me
Code:
0x49C8D     Form: View/Configure CPU Lock Options, FormId: 0x273A {01 86 3A 27 CA 01}
0x49C93         One Of: CFG Lock, VarStoreInfo (VarOffset/VarName): 0x5BD, VarStore: 0x1, QuestionId: 0x386, Size: 1, Min: 0x0, Max 0x1, Step: 0x0 {05 91 AB 03 AC 03 86 03 01 00 BD 05 10 10 00 01 00}
0x49CA4             One Of Option: Disabled, Value (8 bit): 0x0 {09 07 04 00 00 00 00}
0x49CAB             One Of Option: Enabled, Value (8 bit): 0x1 (default) {09 07 03 00 30 00 01}
0x49CB2         End One Of {29 02}
0x49CB4         One Of: Overclocking Lock, VarStoreInfo (VarOffset/VarName): 0x659, VarStore: 0x1, QuestionId: 0x387, Size: 1, Min: 0x0, Max 0x1, Step: 0x0 {05 91 A7 03 A8 03 87 03 01 00 59 06 10 10 00 01 00}
0x49CC5             One Of Option: Disabled, Value (8 bit): 0x0 {09 07 04 00 00 00 00}
0x49CCC             One Of Option: Enabled, Value (8 bit): 0x1 (default) {09 07 03 00 30 00 01}
0x49CD3         End One Of {29 02}

Code:
VarStore: VarStoreId: 0x1 [EC87D643-EBA4-4BB5-A1E5-3F3E36B20DA9], Size: 0x16C0, Name: Setup {24 1C 43 D6 87 EC A4 EB B5 4B A1 E5 3F 3E 36 B2 0D A9 01 00 C0 16 53 65 74 75 70 00}
In your case VarStore: 0x1 corresponds to VarStoreId: 0x1, Size: 0x16C0, Name: Setup . When looking for a settings table in the BIOS, ALWAYS check if it matches the size in your case: 0x16C0, there are BIOSes where there are several tables with the same names but different sizes.

If the bios on your computer match the bios you sent the link to, then you have CFG lock and overclock lock enabled. But to disable this lock, you need to learn how to edit the BIOS. I cannot help you with this, you will have to go through this path yourself.

In your case, the values to be edited are on the fifth 0x5BD and sixth 0x659 page of the table, so you have to use [Ctrl]+[PgUp]/[PgDn]
- PCI express: While reading PCIe, it has more than 1 pages, please use [Ctrl]+[PgUp]/[PgDn] to browse all of them.

All responsibility for how conscientiously your study lies with you, I just showed the possibilities!

ok thank you very much I will try
But there is still something that I don't understand, how come it could be a problem in the bios? Does that mean everyone who has the same computer as me has the same problem? How did no one ever notice?

FINALLY
I FOUND THE SOLUTION
I noticed that the fan was not spinning very fast, and I ended up finding that it was because in dell power manager it was set to silent mode when this software was not even installed, I I had to install it to modify this parameter.
So there were two problems: at the beginning when it was limited to 0.8 ghz it was a problem in the bios which was solved by the complete reinstallation with dell recivery, then there remained a bad setting in the parameters.. .

I would just like to know the options configured in the application remain all the time, even after updates, or should the software remain on?
