Decided to give my 4750g testbench a run while putting it in front of my AC just for kicks. Turns out HWiNFO64 was knocking my single-core score down about -30pts so I had to rerun it. My multi-core score is probably not as great for the same reason but I didn't bother to rerun that test. I think I got it cold enough to max out the boost frequency on the chip on all the cores.

I don't think it loads the GPU all that much, the fans barely spun up towards the end, since I have my PC mounted on the bench for daily use I always see what's going on. My theory is that it must leverage CUDA/HIP to compute, and there must be some bottleneck or performance issue on AMD's software that doesn't allocate GPU resources either efficiently enough or fast enough for this insane disparity that we're seeing between the cards on this test

Your desktop GPU score is lower than it should be for some reason. There are a couple 7900XTXs in this thread and they score 15-16K.

With some minor fettling, my 6900XT got almost exactly the same score as that 7900XTX.

Also, I've left everything stock for what feels like aeons, then new Cinebench comes out and I'm almost compelled to try to OC again. Is this normal?

Once you find out and thoroughly test your maximum stable overclock, you shouldn't have to fiddle with it any more. And in general, I wouldn't go into oc'ing without being 101% sure you know what you're doing, and what you want to achieve.
In most situations modern hardware doesn't really benefit from manual oc'ing anyway -- unless you're chasing top scores in benchmarks.
