AMD today released the latest version of the AMD Software Adrenalin drivers. Version 23.9.3 WHQL comes with optimization for "Cyberpunk 2077: Phantom Liberty," and "PAYDAY 3." The drivers also add optimization for generative AI tools MeanVarianceNormalization (MVN) and Stable Diffusion variants. With this release, the company didn't include any fixes, but identified a handful new issues.

Adrenalin 23.9.3 WHQL, along with its preceding 23.9.2 WHQL, see AMD release separate installers for RDNA-only and RDNA + pre-RDNA GPUs, both with the same release notes. The RDNA release supports only Radeon RX 5000 series, RX 6000 series, and RX 7000 series; while the RDNA + pre-RDNA combo release is meant for Radeon RX Vega series, RX 500 series, and RX 400 series (Polaris) on top of the RX 5000 (or later) GPUs. The RDNA-only release is 640 MB in size, while the RDNA + pre-RDNA combo package is 1.2 GB.

DOWNLOAD: AMD Software Adrenalin 23.9.3 WHQL (RX 5000 and later) | AMD Software Adrenalin 23.9.3 (RX Vega and older)

New Feature Highlights
New Game Support
  • Cyberpunk 2077: Phantom Liberty
  • PAYDAY 3
  • Counter Strike 2
MeanVarianceNormalization (MVN) and Stable Diffusion variants optimizations
Known Issues
  • Performance Metrics Overlay may report N/A for FPS on various games.
  • Audio may intermittently become out of sync with video when recording from AMD Software: Adrenalin Edition with AV1 codec.
  • The display may intermittently freeze after changing the encoding format while streaming select games using AMD Link. Users experiencing this issue are suggested to select the desired encode format before streaming as a temporary workaround.

This was a beta driver last week and checking the release notes looks the same.

That in bold hasn't changed.

And since I don't have those 2 games I will wait and see on this one before installing.

23.9.2 has been solid so far I know a few people on RDNA 2 have had issues with that driver so will be keeping eye out for reports on this driver with RDNA 2.

You got a point there...I was only updating if there were some new cool features.

Can confirm some minor issues on RDNA2 with the 23.9.2 release. Somewhat frequent white flashes on desktop, on program launch, start menu open/close, begin/stop video playback, etc etc. No performance regression and my daily driver OC profile still functions normally but my entire monitor suddenly flashing with blindingly bright light is definitely jarring and was not an issue I was experiencing with previous driver releases. Bug report was submitted via Adrenalin.

edit: system specs in profile are current and reflect the hardware mix I was using when these issues arose

Thank you these are some of the things i've seen reported on reddit for RDNA 2 users on 23.9.2.

Are you going to move up to 23.9.3 and test ?

Yup, when I get back from work today I'll go ahead and upgrade to 23.9.3 and see if that resolves the problem. I'll report back here when I've had some time to mess with the system using the new release.

I've lost all hope they will ever resolve whatever the hell was going on with why they disabled the Factory Reset option. I've always used this feature for a reason. Installing driver update on top of driver update on top of driver update has caused corruption and misbehavior in the past. I just want to avoid this reoccurring.

But, my luck has run out and I finally had some funny business going on. Resident Evil HD Remaster and Resident Evil 0 HD Remaster both will NOT launch if GPU scaling is ENABLED. I went to go play RE0HD over the weekend and was like "wtf?!" when it crashed with the telltale signs that it was ENABLED. So I go to AMD Adrenaline Display settings and it was in fact enabled. I change it to disabled, try to launch the game, and it crashes again......ok?! I go back to AMD's settings and the toggle is back to ENABLED! I literally could not turn this setting off to disabled, it was legit stuck on enabled. If I reset the drivers with Shift+Ctrl+Win+B I would watch it toggle back to enabled in real time. Or changing some other settings on the same page would do the same. About an hour of googling found some others with the issue but most forums posts were from years ago. So first naturally just tried updating drivers and..........no change! Well now my only thought is to nuke the drives all together and start fresh....huh....kinda like a factory reset option...hmmm.

I was forced to use DDU and then install the same driver package. Now the setting GPU Scaling can be toggled both enabled and disabled so works as intended

Hi,
If you want to remove the drivers, you can use the AMD Cleanup Utility ;)

:fear:no thanks, I am aware of the software's existence. I'll stick with DDU when I have to stoop to such shenanigans. I'd never recommend AMD's tool over DDU.

It probably won't uninstall your am* series chipset drivers, for starters.

Neither does the cleanup utility? And people have recommended against using DDU for AMD GPUs from what I’ve seen lately.

I should note that I do still use DDU, just that I’ve heard the cleanup utility can be better than it.

Funny how somethings can be a hit or miss from computer to computer. Thankfully, 23.9.2 has not given me any problems. I won't even ask what the installation type, clean install, or any of those things because it doesn't even matter. I had problems with a couple of the previous months drivers when other didn't have any. /shrugs

The oriignal clean install that was disabled did this, IIRC.

Has anyone moved from the previous beta for Cyberpunk, something.04, to this and seen any difference or improvement? After all the AMD driver related issues I've had in the past few days I'm hesitant to install anything that isn't going to offer some real improvement in performance.

:fear:no thanks, I am aware of the software's existence. I'll stick with DDU when I have to stoop to such shenanigans. I'd never recommend AMD's tool over DDU.
And as an AMD Beta Tester I can tell you it’s the exact opposite. You shouldn't use DDU and use the Clean Up Utility. Also I will tell you why Factory Install was disabled in public drivers It was causing Windows boot issues. Now my Betas it’s enabled and I use it but I can’t give you answer to why it hasn’t been enabled again in Publics.

It probably won't uninstall your am* series chipset drivers, for starters.

Installed 23.9.3 last night using the standard in-Adrenalin installer. Made sure to close all background apps and pause windows update prior the upgrade. Install completed clean, no errors, restarted the machine and started messing around with stuff. Played some BF2042, GTA V, Planetside 2, and HZD and no white flashes. None when using the Windows 11 UI either. However issue still persists in Chrome, specifically YouTube playback or when hovering over UI elements. Still infrequent, probably one flash every half hour but it's definitely still there. Attempted to reset my settings to default in Adrenalin but no dice, issue still present at default clocks/settings for my card. Again, no performance degradation, and my OC profiles still work just fine. Submitted another bug report via Adrenalin detailing the persistent issue in Chrome/YT.

Previously, before AMD removed the feature, I would always select the "Factory Reset" option before installing the new drivers. However since it's been removed, I just proceed as normal and install the update over the other driver which I've probably done for the last handful of releases. In the spirit of troubleshooting I'll go in and run the AMD Cleanup Utility tonight and reinstall my graphics and chipset drivers to see if this resolves the issue, however I am in the camp of people who do not believe that this should be necessary for a successful and bug-free install. Hopefully as INSTG8R said AMD will re-add the Factory Reset feature relatively soon as this was a welcome feature of the Adrenalin installer. I'll do another update after I run the cleanup utility and reinstall the GPU/Chipset drivers tonight, fingers crossed.

I mean, we shouldn't have to choose the factory reset option in the installer, either. Apparently I'm spoiled by using Nvidia cards almost exclusively for the last few years (though thinking back I never had issues like this with older ATI/AMD cards either) but I can't remember the last time I had to do anything but run the installer and click next for a GPU driver update. The fact that AMD can't seem to get this right in 2023 is pathetic. I had to reinstall Windows two days ago to get the latest driver working with the 7900 XTX... And it was a fresh install from after I switched to that card that I was replacing. A fresh install that only had some games and the AMD GPU and chipset drivers installed. Makes no sense.

I use FF and Edge and avoid chrome so that explains why I don't see those issues. A bunch of people have reported chrome issues with the 23.9.2 drivers on reddit.

It won’t touch the chipset drivers. Just uninstall the driver via Add/Remove Programs then run the utility.

Nvidia doesn’t clean up after itself either why DDU is still a thing. You’re more than welcome to do a “dirty instal“ over previous drivers, nothing wrong with that but AMD attempted to give the option to not need a 3rd party tool for a ”clean install” one driver caused a serious OS issue so it waS immediately disabled from then. As for your issues I can’t say I don’t see any of our RDNA3 members having any issues I just checked the current issues to be sure.

I should note that the primary reason for my selecting the factory reset option when installing the drivers is my obsessive nature when it comes to driver settings. I run my 6950XT very close to the edge of stability and I'm constantly tweaking settings to keep it workable at that state. However given the bugs I've had since I'm quickly learning that the reset feature is almost mandatory for a bug free post-install experience which I agree should not be necessary, I just can't help being a settings-obsessed performance freak :D Prior to my current Radeon card I had a reference 980Ti and in the ~6 years I owned it I honestly can't recall experiencing a single driver issue. Don't get me wrong I love my 6950XT OC Formula, it's a tweakers dream, but it definitely requires more handholding than the equivalent cards on offer by team green.

Ah that's good info, before I perform the reinstall I'll test out the video playback with Edge/FF and see if that resolves the issues.

Gotcha, in that case I'll leave the chipset drivers alone as I haven't had any kind of issues with those. I'll try Makaveli's suggestion first and try a different browser to see if that resolves the flickering, but if that doesn't do the trick I'll go ahead and run the AMD Cleanup Utility and perform a completely fresh install. In any case I'll report back in the thread with what I find out.

FWIW I also have a 6950XT and have MANY saved profiles they stopped getting deleted with driver installs now. BUT you should try to remember to make “fresh” ones once in awhile in case a ”under the hood” change is made w Tuning. It’s been quite awhile since that’s been a thing seeing as our card is mature now
