Used RX 580 with low clock in both loaded bios

I am testing a "new to me" used Sapphire Nitro+ 8GB RX 580 GPU (PN 299-1E366-001SA from SN label). I have attached the GPU-Z settings for both bios positions. I would like to flash the factory bios so that it is 1340 and 1411 clock speeds (or whatever was originally selectable) are restored.

For 1411, there were two matches for the exact Hynix memory type:

Instructions were clear enough so I flashed the 1340 bios. Nothing changed. Card still running at 1150 max on FurMark stress test. One number shows 1340 and one shows 1150. Not sure why both GPU Clock and Default clock are not both 1340. I flashed again and rebooted again but no change. (Later edit - after replacing the card back into the PC, the new firmware kicked in and it matches the other card below now. No, I did not confuse the cards. )

So then I flipped the bios switch and updated the 1411 and got the expected change on the clock but noticed the memory was not clocked high. There are no in the "non-special" Nitro+ list over 2000 MHz but the bios already on the card was above 2000 MHz.

On a second card I bought, the numbers at least appear to be 1340 and 1411.

The url you have pasted are broken. Some third party software named stealthsurfer malformed them so they are not clickable.

As you already found out those are the correct bioses.

Can you make a screenshot of the output of amdvbflash? Find the instructions below for flashing:
For RX 500 Series (Polaris) and Older:

Get amdvbflash 2.93

Then look for Version 4.68, underneath 4.68 you will see a link to show older version, click that and you should see version 2.93

Follow these steps carefully:

1. Open your "C:" drive in Windows, create a new folder, call it atiflash.

2. Extract the contents of atiflash_293.zip to the "C:\atiflash" folder

3. Find the bios file you downloaded and rename the bios file to 5 digits with .rom on end Example RX 580, change file to rx580.rom (r****.rom)

4. Move r****.rom to the "C:\atiflash" folder

5. Open the start menu, type cmd, when cmd.exe appears right click it and hit "Run as administrator"

6. At the command prompt type in cd\ and press enter until only C:\> is on the screen.

7. Type in cd/atiflash and press enter, you should see C:\atiflash>

8. Type in amdvbflash.exe -i to identify the gpu you want to flash with a 0, 1, or 2)

9. At the C:\atiflash> prompt type in
amdvbflash.exe -unlockrom 0
(there is a space between the e and -unlockrom and 0)(0 is the number zero)
press enter and you will be prompted that the "ROM Unlocked" (or 1, 2)

10. At the C:\atiflash> prompt type in
amdvbflash.exe -f -p 0 r****.rom
(there is a space between the .exe and -f, and a space between -f and -p and 0).
(Or 1, 2)

Press Enter

Follow directions on screen and if flash is successful exit the command prompt and restart, windows should show up on screen

Thanks for the confirmation on the bios files. I got ip banned somehow and used a web brower proxy to edit the post so that probably explains the stealthsurfer. I just corrected them in case anyone else tries to click them. I am in a vpn now since the ip ban still exists.

No thats a PN look for SKU it should start with the number 11***-**

The sku will determine what your stock clocks should be
