I tried everything from this thread including process explorer that doesn't show anything high

Are you the only user logged into your computer?

Your idle temps look high. Idle power consumption is also high. There must be something running on your CPU in an account that is not being detected by Procss Explorer. Maybe someone is running some mining software.

Open Windows Power Options and try pressing the Restore plan defaults button.

Do you remember installing any magic software that promised to reduce latency or improve performance?

It could also be a problem with the CPU not going into the low power C states. When did you first notice this problem? Was C0% ever low like it should be when idle?

Windows 11 does not support 4th Gen CPUs. It could be an obscure Windows 11 bug.

I noticed this problem long time ago but i didn't care, i even formatted my laptop and didn't go away
i don't remember installing anything shady

After a clean Windows install I keep a close eye on the C0%. It should not be 25% after a clean install. If you are not sure exactly when this started then it is pretty difficult to troubleshoot something that happened a long time ago.

I would uninstall Opera and a few other things one by one to see if it makes any difference.

Just couple minutes i freshly installed new windows 11 pro for wokrstation, i noticed the C0% has increased when i updated drivers though driver booster, can it be the source of all this problem?

Should ONLY get drivers from the main sites (GPU drivers from Intel/NVIDIA/AMD, chipset from respective, etc)

Never ever use some "driver update tool". Period. Get your drivers from your PC manufacturer. As your system is older you also can get newer Intel drivers from Intel as companies stop providing new drivers after around 3-5 years. Also check your programs list for "Intel® Computing Improvement Program" after installing/updating. Useless Intel spyware which runs in the background and costs tons of performance. Also do not install the drivers via Windows update.

Never ever use some "driver update tool".

On ASUS computers, there are two such programs that are de facto a crutch, one is "Armory Crate" and the other is "MyAsus". At the same time, both of them trigger so many processes in the background that it's a headache.
I don't know of any other rubbish bin like ASUS machines with mandatory software.

Thanks for confirming why no one should be using this kind of software. I do not know if this program installed a bad driver or if it installed something far worse in the background. Surprising that Process Explorer is not detecting the problem.

I guess all you can do is re-install Windows one more time and install any needed drivers one by one. The problem with Windows 11 not supporting older hardware is that you might end up with a poorly written driver or two.

I had problems finding a decent track pad driver for my 4th Gen laptop. Many of the drivers I tested would cause sky high C0% usage on the first core by just resting my big thumb on the track pad. Some driver developer must have thought it would be a good idea to sample the track pad millions, or more likely, hundreds of millions of times per second. There is no need to be over sampling like this. Competent programmers are hard to find.

I am not using ThrottleStop on my AMD laptop (because it does not support AMD CPUs) , and after using IObit Driver Booster, I also had to do a complete reinstall. I tested this twice.

The same thing has also happened to me, after Windows Updates.

I have also learned the hard way, never update your BIOS.

As for security updates there useless. The *REAL* security flaw, is *FORCED* updates or allowing *ANYTHING* to be done remotely.

When a computer is idle and not doing anything, cores should not be averaging 30% of their time in the C0 state. I run my 4700MQ at full speed when lightly loaded so the idle C0% is very low. A fast CPU is an efficient CPU. A fast CPU needs to spend less time in the C0 state processing background tasks. The C0% will be lower compared to the Balanced power plan that you seem to be using.

When playing a video and the CPU is actually doing something, of course the CPU will need to spend more time in the C0 state.

It looks like your CPU is working normally now. Whatever bad driver that was previously installed is gone. Work on cleaning up any Windows 11 bloat and you can reduce the C0% further. Less CPU cycles that are used to process background tasks will result in a cooler running laptop.

When you choose to install Windows 11 on an unsupported 4th Gen laptop that is more than 10 years old, you might have a problem finding drivers that work 100% correctly. No driver that ever came out for your laptop would have been properly tested while using Windows 11.

What driver do you need? I would think most drivers would be automatically installed when installing Windows 11.
