Mouse stutter on desktop when geforce experience or new nvidia app overlay are enabled

Whenever I enable the overlay for either geforce experience or the new nvidia app, my mouse will stutter when I move it but only when it is on the desktop. I've had the issue for at least 2 years and the only solution I've found is just disabling the nvidia overlay which gets rid of shadowplay and some other things I want to use.

Here is all the specs:

5900x

3080 10gb

asus rog strix b550-f

g pro superlight

alienware aw2521h 360hz

Corsair H150i Pro Xt

Corsair K70 Tkl

Corsair Vengeance Rgb Pro Ram 3600 c18 (I tuned the subtimings but did try changing them back and the issue persisted)

corsair rm1000x

O11 dynamic evo

Blue Yeti

Elgato Stream Deck

Samsung 970 evo 2tb

Here is the things I've tried so far:

Swapping 3080 to 2070 super

Disabling pbo

locking core clock

resetting ram timings and running stock

switching to windows 11

switching back to 10

try going into mouse properties and turning off enhanced pointer precision

in windows 11: go into settings additional mouse settings and you will find it under the pointer options tab

try turning it on then lol i don't know its not end of world if its on, who knows it might fix it
