When I install any drivers from Nvcleanstall, I'm getting error message "Failed to create Directx 12 device for the following adapter RTX 4090." I tried clean uninstall with DDU and reinstalling it, and that didn't work. I know its Nvcleanstall because I installed the driver from the the Nvidia site. Only Halo Infinite the error message occurs other games work just fine.

Halo Infinite's anticheat might pickup on your modded drivers if you changed any options that require the driver signature to be rebuilt, try enabling "Easy AC compatibility mode" in NVCleanstall

Very interesting. Did you apply any tweaks that require the driver to be resigned? If yes, did you enable the "compatible with EasyAntiCheat" option?
I got it to worked, needed to tick the EasyAntiCheat option.
