I was forced to overclock this cpu to 5.6 GHz because at stock it wasn't even able to play 4K 60FPS Youtube videos? And CPU usage was over 70% in games like Minecraft (about to bottleneck!) even with a GT 610!
Is this kind of performance expected from this CPU? Also the Cpu uses around 75W at 3% usage when idling (at stock 4.9 GHz, absolutely NO overclocking), it's really power hungry. Is that normal too?

4K60 videos? I know for a fact my i5-9400 can't handle it, even if I were to offload it with Hardware Acceleration to its UHD630. Your i5 doesn't have an iGPU to accelerate on its own.
Talking hardware acceleration, I don't know if whatever browser you're using has it turned on, but I believe a GT 610 is even more uncapable than the UHD 630 in terms of decoding modern video.

1. 11600KF does not have an iGPu

2. GT610 is from 2012 and does not support VP8/VP9, AVC/HEVC or AV1 codecs that youtube uses today.

3. Consider the use of h264ify

4. Consider upgrading GT610 to a more modern GT-1030 which supports VP8/VP9 (and I think AVC...) the 1030 will take over all the video decoding. I bought one for my dad when his Gen 4 i5 was no longer cutting the mustard with youtube. 1080p works fine. 4k might be hit or miss since some 4k videos use a codec that isnt supported by the 1030. 1030 will do 1080P YT with no problem at all.

--

What is happening here is because your GT610 doesnt support all the codecs stated. All hardware processing is going to the CPU and it will crush it.

And what about the power consumption? Also this problem started happening recently, I remember being able to play even 8K videos with the same system about 2 or 3 years ago! It also happens regardless of the OS. I have tried windows 11, windows 10, different versions of ubuntu, etc.

are you looking at whole system or just CPU? Whole system that number looks fine at idle. Also how are you getting these figures?

A 1030 is much much more energy efficient compared to your 11600KF (and GT610 which is doing nothing) being overclocked and pegged at 100% for 3hrs of youtube.

GT-610 = 40nm
GT-1030 = 14nm

I'm only talking about the cpu. I got these values from throttlestop.

I already have GT 730 (the fermi version, with 4GB of GDDR3 VRAM), will it do? I need a gpu which has a vga port, because my monitor doesn't support hdmi (and i couldn't get a better, larger monitor because there's no space left in my room).

730 is too old. It has to be 1030 or above.

Just buy a DVi to VGA adapter. they are cheap

Thanks again, but I have seen people have problems like getting a thick black box around the monitor and stuff like that when using these adapters. Is that really the case?

It does. Slow that the UHD630 may be, it's faster than CPU decoding. I still wouldn't use it to drive 4K30 (and I do not, my laptop allows me to connect directly to its GTX1050 through a Mini DP port).
Notice I mentioned 4K30 as it is what display the UHD630 can drive at its limit. However it can decode videos at higher rates.

Ok. But actually I can still play 4K 30FPS just fine, it starts stuttering at 4K 60FPS. Maybe I need to use h264ify after all, I really need to be able to play 4K 60FPS videos and above.

Is your monitor the AOC E970SWN in your profile?
It's an 18.5" 768p TN display. Do you seriously use it to watch 4K and 8K content?

The 60 FPS is significantly heavier on the decoder. That’s something that you really, really want GPU to handle it and the one you have isn’t up to it. Simple as. When the 610 was a “current” GPU 4K60 FPS video wasn’t even a thing.

No, I have another secondary 4K TV which I sometimes play videos (like movies and uhd Dolby vision videos) on using a really long hdmi cable.

OK, then get the Intel ARC A310. It's the cheapest GPU with full support for current YT codecs (VP9 and AV1). The card has HDMI and DP outputs.

Thanks again, but I have seen people have problems like getting a thick black box around the monitor and stuff like that when using these adapters. Is that really the case?
I haven't ever had an issue using an HDMI to VGA adapter, back when I had a Haswell laptop. Quite the opposite, it was a livesaver when I was in uni and had to present anything with outdated projectors.

Benchmark Scores Any free and trusted benchmarking software out there? I don't want to install stuff from steam lol
I installed it, but after installing the video quality options for 1440P, 4K and 8K are just gone? 1080P is the max, but even if I play the video at 1080P, the video decode still shows as 0% in task manager. Any other alternatives? (After removing the extension, the options are back)

I also went into GPU-Z "DXVA 2.0 Hardware Decode" and it shows H.264 is supported up to 4K.

Quite possible because YT doesn't have streams in non-VP9 (or AV1 now, I guess) encoding for the higher resolutions. So when h264ify obliges Youtube to give you the h.264 streams, it shows what it actually has available.

But even when I play videos at 1080p, it still doesn't use hardware decoding. Video decode shows as 0% in task manager while playing the video.

Is the "Use hardware acceleration when available" toggle enabled in your Edge settings?

I was forced to overclock this cpu to 5.6 GHz because at stock it wasn't even able to play 4K 60FPS Youtube videos?
with every cpu ive tried, intel or amd, if i dont use gpu accel, browsing in general is slower. So yes, dont expect 4k 60fps to be smooth.
