Very poor performance with Intel core i5-11600KF with stock 4.9 GHz

h264ify doesn't work, first of all it sets the max quality to 1080p, second, it doesn't use my GPU, it still uses software decoding, as I can see in task manager that "video decode" of the GPU is 0%.
H264ify is doing what it should, it forces YouTube to give you a h264 stream. What doesn't work is your GT610 decoding it (@DR4G00N said the most probable reason).
It's not your PC that changed, it was Google changing YT itself to cut costs and optimize bandwidth (newer codecs allow smaller files, at the expense of needing more decoding power). If anything, try reproducing any 4K video you want on YouTube and check the "Stats for nerds" to see what codec it's using.

I know you do not game with this rig, but you should really consider upgrading its GPU. Although more expensive than a GT 1030 (which is VP9, H.264 and H.265 capable) I'd recommend you to buy an Arc A380 because it can decode AV1 as well and should give you a little more longevity.

Does it say Video Decode: Hardware accelerated in the first and then Decode h264 baseline/main/high in the next section?

Yeah, I've noticed browser have a tendency to blacklist video drivers, sometimes for no apparent reasons (i.e. if you force whitelist them, they work just fine).

Edge may have disabled h264 hardware decoding on your card due to driver issues. Could you check the Problems Detected section for anything Nvidia related?

May be the latest there is for your Fermi GPU, doesn't make it any less old. It is a release from March 2018. Emphasis on the 1041166 entry: Disable D3D11VideoDecoder due to crashes on NVIDIA on older drivers.

The line Disable D3D11VideoDecoder due to crashes on Nvidia on older drivers is the probable explanation for the lack of h264 hardware acceleration on the GT610. Unfortunately, I can't read the description of the problem because Chromium has blocked access to Issue 1041166.

As has been said a number of times in this thread, it's time for a new GPU. My original suggestion of an ARC A310 is the most cost-effective solution if you only need the GPU to watch YT.

Try forcing it back on, especially since you know it used to work without issue. If that fails, just try the other browser.

Dang, I won't be buying a new GPU in the next 5 years or so, because I already JUST bought a GT 730. No 4K60 for now, I guess, unless I don't care about my insane electricity bills due to the CPU consuming way too much power because of the 5.6 GHz overclock.

This was answered in the 3rd post

There is no Bios Update that will fix this. There are only limited workarounds like h264ify or not using youtube. The only answer has always been to upgrade hardware. A pre-owned 1030 shouldnt cost a whole lot of money. They used to be a lot lot cheaper but those times are far behind us.

Youre not going to get any of that performance back unless you upgrade your 610 to something a lot lot stronger if you want to watch youtube the way you did two years ago.
A 12 yo gpu that was bottom rung from the get go and expecting it to run Youtube nowadays...

Which tab's screenshot should I post? Also I bricked my 730 by flashing VBIOS (and I forgot to take a backup) so I'm currently not using it. I found a VBIOS with the same PCI subsystem ID but it doesn't work well with my card.

I don't believe your system could ever play 4k60 video, sorry. A CPU with no iGPU and an ancient and low-spec dGPU that predates 4k, are never going to be able to handle that amount of processing.

You've already been told multiple times how to fix this issue: either install a CPU with an iGPU, or a better dGPU. A GT 730 is probably not going to help, and GT 1030s are like £40 on Ebay. An Arc A310, which has also been suggested to you, is £100. Alternatively you could buy an 11700K for ~£160 and sell on your 11600KF for ~£130.

A CPU with no iGPU and an ancient and low-spec dGPU that predates 4k, are never going to be able to handle that amount of processing.

You've already been told multiple times how to fix this issue: either install a CPU with an iGPU, or a better dGPU. A GT 730 is probably not going to help, and GT 1030s are like £40 on Ebay. An Arc A310, which has also been suggested to you, is £100. Alternatively you could buy an 11700K for ~£160 and sell on your 11600KF for ~£130.

Look, it isn't like money is a joke to us. But we are trying to help you realize your hardware is way unbalanced for modern tasks, and anything NVIDIA short of a GTX 750/950/960 (Maxwell 2nd gen) won't decode VP9 or H.265 at all. Notice no other GTX 9xx can do it as well. Newer than that we come to the GT 1030 that many of us told you to get IF POSSIBLE.
Other than upgrading your graphics card, you could swap your processor for an iGPU-equipped model if you can get it second hand on the cheap accounting selling your current 11600KF. Frankly, I find overclocking any 10th gen+ Intel to be hardly worth it, so I'd tell you to look for an i5-11600 (non-K, non-F). Why a 11600 instead of a 10600? The iGPU is newer and more capable. You don't seem to need an i7, so I keep my recommendation to an i5. Does your motherboard have a VGA port (as you're dead set on needing it), though?
Also, I don't recall you ever saying in what country you live in, so we can actually see for ourselves what kind of pricing we're dealing with.

Big whoop, I used to live in a similarly economically-challenged country and if I wanted an upgrade, I saved up for it. So either you want 4k60 enough to pay for it, or you don't. That's the choice you've gotta make, because there is no magic software bullet that will solve this.

No, you need to get rid of your ancient rubbish that requires a VGA port if you want to run 4k60. A is not compatible with B.

your pc cant play 4k anymore cause some months ago youtube did switch from vp9 video codec to av1 high compression video codec just so you get the same quality video with less bandwidth and lower storage usage on their servers , the big disadvantage is that av1 needs a lot more cpu/gpu horsepower to decode it especially at 4K60 (Which btw is almost 8.3 mil pixels decoded and rendered 60 times per second ) and if you dont have a igpu/gpu that has av1 decoding engine built in since your 11th gen kf cpu has no igpu and neither does your ancient gt610 have one that is the reason you cant play 4k60 video anymore i suggest either you replace your cpu for little cost with a model that has igpu built which is decent enough for basic browsing and video watching or get something like a gtx 1050 / 1050 ti / 1650 from nvidia (all are cheap enough on second hand market and beside video playback you can also play games decently ) or a arc a310/380 from intel used or new

Ok I'm sorry, but I got angry because @Assimilator reacted with "Haha" to a couple of my posts in other threads. And in this thread I just wanted to know if this kind of performance is expected from my system, and that's solved. Also I thought you can see where any forum member lives by looking at their profile (from their IP), even if they didn't set it. Like when I tried to create my account here, it automatically detected my country and said I was not allowed to register due to too much spam from my country (and I had to contact TechPowerUp and then I was able to register). But if you don't actually know where I live, I would rather not like to disclose it anyway.

Yes, it is using the VP9 codec. I think @dragosxlk made a little mistake as there's no way Google would give up on VP9 yet, it's theirs and AV1 still haven't got full traction. They gave up on H.264.
However, it is being decoded by software using the CPU. That makes it slow and choppy, as the data throughput required for 4K60 is very high and it isn't using specialized hardware to accelerate it.

Hm, I forgot if anyone has suggested this already, but a last-ditch attempt mught be trying Firefox. I am fairly certain that the x264 extension does exist there too and, since it’s the only browser remaining that doesn’t run Chromium, it might have different rendering settings in its engine, including not having whatever is blocking x264 acceleration on Fermi. Worth a shot.

If this also fails, well… the only option is to upgrade. And I am sorry, but having D-Sub as a REQUIREMENT is going to fuck you over anyway - no modern GPU has it or will have it going foreward. Hell, DVI too is dead.
