Need help on unlocking undervolting on HP Victus 16-R1012NT

Hello, i recently purchased this laptop and wanted to undervolt first because i am pretty sure it will throttle one way or another. But on FIVR window it says that is is locked. I did the usual things like disabling core isolation, windows sandbox etc. but it didn't unlock it. Any tips on how?

The CPU is i7 14700HX

Also can use tips on what settings to change on throttlestop. Haven't UV'ed any recent CPU's ever so some settings might have changed/added.

No i didn't touch the powerplants, i think the balanced does a good job. At least on my old machine it did.

In my system switching the plan to power saver drastically reduce heat output
